Proposed Changes to Technical Specifications

Cooper Nuclear Station NRC Docket 50-298, DPR-46

Reference:

1) U.S. NRC Regulatory Guide 1.16, Revision 4, August, 1975 In accordance with the provisions specified in 10CFR50.90, Nebraska Public Power District respectfully requests that the Cooper Nuclear Station Technical Specifications be amended to
1) delete the reporting requirements concerning secondary leak rate testing, and an item currently required to be covered in the Annual Operating Report dealing with Design Fatigue Usage, and 2? make a number of minor administrative changes.

The Standard Technical Specifications refer licensees to Reference 1, which contains neither of the aforementioned reporting requirements and states that it "provides an adequate basis for meeting the reporting requirements of Appendix A Technical Specifications." In addition, the reporting requirements that the District proposes to delete are adequately addressed to ensure proper review of the subject matter (see below).

Secondary Containment Leak Rate Testin_g f l

Section 4.7.C.1 ensures that the required secondary containment surveillance be conducted each refueling outage. ///

Annual Operating Report, Design Fatigue Usage act Section 6.6.2(G) requires that records be kept for the life of the plant and will be reviewed at least annually concerning certain locations of the Reactor Coolant Pressure Boundary. A comparison is made between the existing number of transient events recorded and the design specification quantity derived per the ASME Boiler and Pressure Vessel Code Section III.

Additions to Table 3.2.B A change is required to provide for the additional instrumentation installed per NUREG '0737, item II.K.3.15.

Additions to Table 3.7.1 A change is required to provide for the additional valves installed

, per NUREG 0737, item II.E.4.1.

Corrections to Tables 3.2.B and 4.2.B A change is required to update and correct identification numbers (ID No.).

Deletion of a Note for Tables 4.2. A Through 4.2.F A change is required to delete Note 11 from pages 77 and 81.

Note 11 is no longer applicable.

Revise General Office Organization Chart, Page 236 A change is required to reflect current District organization.

Based on this change, a title change must be made concerning SRAB membership, page 223.

Typographical Corrections '

Changes are required to correct typographical errors found on the following pages: 80, 81, 83, 84,103,136, and 199.

l The safety significance of these proposed changes has been reviewed by appropriate District personnel, and under 10CFR170, is adjudged to be a Class II Amendment. Accordingly, payment in the amount of $1,200.00 is enclosed.
