2" and Under Class I Piping Support Progri.m Gentlemen:

l In a letter dated September 29,1977 (P-77199), Public Service Company of Colorado informed the NRC that a reeiew of 2" and under Class I piping system documentation had revealed a number of errors in documentation and/or hardware that would have to be evaluated and possible corrective action taken.

The initial estimate to complete the work was eight to ten weeks based upon the results of early sample audits.

The estimates were found to be incorrect in that i

the required analysis effort was larger than anticipated, and the NRC staff was j

verbally informed that the effort would not be complete until about April 30, 1978. Analysis work was not complete on April 30, 1978, but was completed along l

with required craf t action, on September 21, 1978.

A sample audit of the results of the owrall effort has indicated a number i

of discrepancies that will have to be reviewed further before the program can i

be considered complete.

Based upon sample audit findings, the discrepancies seem l

to be mainly with documentation.

Further analysis and another complete walkdown i

of 2" and under Class I piping supports will be made to ensure that all supports I

are correctly documented.

It is to be emphasized that the piping supports in question do not appear to have hardware problems that would disqualify their use in Class I service.

Additional analysis of the 2" and under Class I piping supports may lead to some individual hanger rework requirements but they would be minimal and random in nature.

As was stated in P-77199 (attached), the conservatism included in the j

design of the 2" and under piping support system is more than adequate to lead us a

to the conclusion that the discrepancies do not constitute a condition that j

could be detrimental to the safety and health of the public should a seismic event occur.

Based upon past experience, we estimate that it will require approximately l

twelve months to complete the reanalysis and document update.
