APPENDIX A NOTICE OF VIOLATION Philadelphia Electric Company Docket No. 50-277
' Peach Bottom Unit 2 License No. OPR-44 As a result of the inspection conducted on May 1-31, 1981, and in accord-ance with the Interim Enforcement Policy, 45 FR 66754 (October 7, 1980),
the following violation was identified:
Technical Specification 3.7A.2 states in part:
" Primary Containment integrity shall be maintained at all times when the... reactor water temperature is above 2120F and fuel is in the reactor vessel..."
Contrary to the e5ove, on May 18, 1981 with fuel in the reactor vessel, primary coolant temperai.ure in the reactor vessel was raised above 2120 F from 12:45 p.m. to 3:15 p.m. without primary containment being in effect.
This is a Severity Levei IV Violation (Supplement I) applicable to DPR-44.
Pursuant to the provisions of 10 CFR 2.201, Philadelphia Electric C'ompany is hereby required to sLbmit to this office within thirty days of the date of this Notice, a written statement or explanation in reply including:
(1) the corrective steps which have been taken and results achieved; (2) corrective steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved. Under the authority of Section 182 j.
of the Atomic Energy Act of 1954, as amended, this response shall be sub-mitted under oath or affirmation. h re good cause is shown, consideration-will be given to extending your response time.
The responses directed by this Notice are not subject to the clearance procedures of.the Office of Management and Budget as-required by the Paper-work Reduction Act of 1980, PL 96-511.
