This refers to the routine physical protection inspection conducted by Ms.

Nancy J. Ccgan of this office en March 16, 19 and 20, 1981 at Vermont Yankee

Nuclear Pcwer Statica of activities authorized by NRC License No. DPR-28 and

to the discussions of our findings held by Ms. Cogan with Mr. Warren A. Murphy

of your staff at the conclusion of the inspection.

Areas examined during this inspection are described in the Office of Inspection

and Enforcement Inspection Report which is enclosed with this letter. Within

these areas, the inspection consisted of selective examinations of procedures

and representative records, interviews with personnel, and observations by the

inspectors.

Our inspectors also verified the steps you have taken to correct the items of

noncompliance brought to your attention in the enclosures to our letters dated

September 9, 1980 and January 14, 1981. We have no further questions regarding

the steps you took to correct item 7 in the enclosure of the September 9,1980

letter and item 1 in the enclosure of the January 14, 1981 letter. With

regard to item 2 in the enclosure of the January letter, it was determined

that this item is in the process of being corrected; consequently, it will be

reviewed duriig the next physical protection inspection.

Based on the results of this inspection, it appears that one of your activities

was not conducted in full compliance with NRC requirements, as set forth in

the Notice of Violation, enclosed herewith as Appendix A.

This item of noncom-

pliance has been categorized into the levels described in the Feder:1 Register

Notice (45 FR 66754) dated October 7, 1930.

You are required to respond to

this letter and in preparing your response, you should follow the instructions

in Appendix A.
