This refers to the inspection conducted by Messrs. D. F. Kirsch, T. W. Bishop,
P. P. flarbut, W. J. Wagner, and G. Hernandez of this office on April 13-23, 1981
of activities authorized by NRC Construction Permit Nos. CPPR-154 and
CPPR-155, and to the discussion of our findings with you and other
members of your staff on April 17 and 23,1981 at the conclusion of the
inspection.
Areas examined during this inspection are described in the enclosed
inspection report. Within these areas, the inspection consisted of
selective examinations of procedures and representative records, interviews
with personnel, and observations by the inspector.
Based on the results of this inspection, it appears that certain of your
activities were not conducted in full compliance with NRC requirements,
as set forth in the Notice of Violation, enclosed herewith as Appendix A.
The findings of this inspection also indicated that cert'ain weaknesses
exist in your design and construction program. These areas are discussed
in Appendix B and paragraph 11 of the Inspection Report, Appendix C.
As
discussed in the management meeting of April 23, 1981, please include
with your response to the apparent items of noncompliance a discussion
of actions you have taken or intend to take to correct the areas of
weakness sununarized in Appendix B.
Your actions taken in regard to the
additional weaknesses (discussed in paragraph 11e-h of the Inspection
Report) will be examined during our routine inspections.

of this letter and the enclosed inspection report will be placed in the
NRC's Public Document Room.
If this report contains any information
that you (or your contractors) believe to be exempt from disclosure
under 10 CFR 9.5(a)(4), it is necessary that you (a) notify this office

by telephone within ten (10) days from the date of this letter of your
intention to file a request for withholding; and (b) submit within
25 days from the date of this letter a written application to this
~ office to withhold such information.
If your receipt of this letter has

been delayed such that less than seven (7) days are available for your
review, please notify this office promptly so that a new due date may be
established. Consistent with section 2.790(b)(1), any such application
