This is contrary to Technical Specification 3.5.1 and is reportable t O ls l l pursuant to 6.9.2.b.1.

1. Cause Description and Analysis on May 23, 1981, at approximately 0130 hours0.0015 days <br />0.0361 hours <br />2.149471e-4 weeks <br />4.9465e-5 months <br /> with the plant at i

cold shutdown, a routine iastrument calibration identified that the llagan Summator (PM-446B) in the first stage turbine pressure channels which develops.the high steam line flow setpoint for a

reactor protection safeguards had shifted nonconservatively 4

approximately 3%. This shift would have delayed but not prevented the fulfillment of the protection functions of this channel. The redundant channel was operational co there was no threat to the j health and safety of the public. This event, which is contrary to Technical Specification 3.5.1, is reportable under Technical j Specification 6.9.2.b.1.

2. Corrective Action The cause of this event was found to be the failure of a filter capacitor. This failure is attributed to normal wear resulting in the end-of-life of the component. The faulty capacitor was replaced and the module recalibrated on May 23, 1981.
3. _ Corrective Action to Prevent Further Occurrence Since the failure is attributed to normal wear, no further action is required. The module is teste'd and recalibrated yearly.
