Subject: NRC In3pection of San Onofre Unit 1
This refers to the inspection conducted by Messrs. J. O. Elin and W. J.
Wagner of this office on June 2-5, 1981, of activities authorized by NRC
License No. DPR-13, and to the discussions of our findings held by Messrs.
Elin and Wagner with you and members of your staff at the conclusion of
the inspection.
Areas examined during this inspection art described in the enclosed inspection
report. Within these areas, the inspection censisted of selective examinations
of procedures and representative records, interviews with personnel, and
observations by the inspectors.
Based on the results of this inspection, it appears that certain of your
activities we' e not conducted in full compliance with NRC requirements,
as set forth in the Notice of Violation, enclosed herewith as Appendix A.
As we explained in our telephone discussion with Mr. J. M. Curran on June
12, 1981, the NRC has concerns regarding your apparent failure to comply
with IEEE 384 separation criteria during the recent installation of safety
related electrical cables within, and within the near vicinity of, existing
(ol1) control
Therefore, please include in your raply to the Notice
of Violat. ion (panels.1) your basis or justification for not epplying the IEEE 384 separatior, criteria for newly installed cables in and near existing
control panels, especially since HUREG 0737, Appendix B implies that such
separation should be attained, and (2) your analysis which shows that the
new cables, as installed, have not degraded the operational safety of existing
cables, instrumentation and control systems, and (3) any plans you. have to
revise or modify the inst.illation of this recently installed cabling
to

In accordance with 10 CFR 2.790 of the Comission's regulations, a copy
of this letter and the enclosed inspection report will be placed in the
flRC's Public Document Room.
If this report contains any infonnation tnat
you (or your contractors) believe to be exempt from disclosure under 10 CFR 9.5(a)(4), it is necessary that you (a) notify this office by telephone

within ten (10) days from the date of this letter of your intention to
fil:, a request for withholding; and (b) submit within 25 days from the date
of this letter a written application to this office to withhold such information.

If your receit,t of this letter has been delayed such that less than seven

(7) days are available for your review, please notify this office promptly

so that a new due date may be established.
Consistent with section 2.790
(b)(1), any such application must be accompanied by an affidavit executed
by the owner of the information which identifies the document or part sought
to be withheld, and which contains a full statement of the reasons on which
l
it is clained that the infonnation should be withheld from public disclosure.
This section further requires the statement to address with specificity
the considerations listed in 10 CFR 2.790(b)(4).
The information sought
to be witnheld shall be incorporated as far as possible into a separate
part of the affiJavit.
If we do not hear from you in this regard within
the spet.ified periods noted above, the report wil', be placed in the Public
