Attached is an interin report on the subject item which was deemed potentially reportable on June 9, 1981. Westinghouse is pursuing this matter with NRC NRR and final disposition will be dependent upon NRC evaluation. As stated in the report, by October 5, 1981, we will either determine reportability based on our review of the situation or submit another interim report providing the item status and the'new date.as to when the reportability evaluation will be completed.

SUBJECT:

10CFR50.55(e) and 10CFR21 Potentially Reportable Item -

SHNPP Volume Control Tank Level Control System ITEMS: Interaction between the Volume Control Tank (VCT) level control system and the Safety Injection / Charging Pttsps SUPPLIED BY: Westinghouse.

NATURE OF DEFICIENCY: Concern that a malfunction in the VCT level control system could cause loss of suction fluid to an operating Safety Injection / Charging pump.

DATE PROBLEM WAS CONFIRMED TO EXISTr There is not yet any confirmation that a problem does or does not exist; therefore, the potentially reportable status of this situation.

PROBLEH h REPORTED: June 9, 1981 - N. J. Chiang1 informed the NRC (Mr. V.

Brownlee) that this 1ttm was considered potentially reportable under 10CTR50.55(e) and 10CFR21.

SCOPE OF PROBLEM: A potential exists for damage to the Safety Injection /

Charging ipumps due to loss of suction fluid if there is no oparator intervention in conjunction with a malfunction or failure of the VC7 level control system which leads to a decrease.in the liquid inventory within the VCT. It has been determined by Westinghouse that this situation -

may not meet the intent of the NRC regulations related to separation of protection and control systems and single failure criteria as delineated in CDC-24 and IEEE-279, Section 4.7.3.

CORRECTIVE ACTION: The Westinghouse recommendation is that plant procedures

. be reviewed to assure the o; 2rator would be properly alerted to this situation and would take the appropriate , , ,

action necessary to assure an adequate water supply to the charging pumps. SHNPP Nuclear Operations will incorporate this into the SHNPP operating procedures when the procedures are written. However, if the NRC does not find the Westinghouse position acceptable, then hardware changes will be necessary. A final disposition on this situation will be forwarded to you by October 5, 1981.
