ATTACHMENT TO LICENSEE EVENT REPORT NO. 81-005/03L-0 Wisconsin Electric Power Company Point Beach Nuclear Plant Unit 2 Docket No. 50-301 At about 0 813 hours0.00941 days
0.226 hours
0.00134 weeks
3.093465e-4 months
on June 25, 19 81, during normal plant operation, a contractor on site for TMI backfitting work inadvertently tripped valve no. 2 TV-20 82 , the turbine overspeed trip valve on auxiliary feed pump 2P29, when he accidentally depressed the valve's mechanical trip mechanism.

The contractor immediately notified plant mechanic electricians in the area, who subsequently reset the valve a few minutes after the trip had occurred. The Duty Shift Supervisor, who had received a valve trip indication in the control room at 0816 hours0.00944 days
0.227 hours
0.00135 weeks
3.10488e-4 months
, went to inves tigate the trip and got to the pump as the valve was being reset.

At the time of the trip, the 3D emergency Diesel generator was out of service for an annual overhaul permitted by Technical Specifications. This meant the motor-driven auxiliary feed pump powered by the Diesel would not be operable l in an accident condition coincident with loss of AC. The re fore ,

i the valve trip resulted in one of the three operable auxiliary feed pumps being inoperable for less than 24 hours2.777778e-4 days
0.00667 hours
3.968254e-5 weeks
9.132e-6 months
, a degraded mode of operation permitted by Technical Specification 15.3.4.C.l. The event is reportable under Technical Specification 15.6.9.2.B.2.

As a result of the event, all contractor personnel l

l were removed from the area and were not allowed to return i until a later date. Contractors were reminded to use caution l when working around safety-related equipment.
