1 CONSUMERS POWER COMPANY Docket 50-155 Request for Change to the Technical Specifications License DPR-6 For the reasons hereinafter set forth, it is requested that the Technical Specifications contained in the Facility Operating License DPR-6, Docket 50-155, issued to Consumers Power Company on May 1,196h, for the Big Rock Point Plant be changed as described in Section I below:

Changes 1

Section 6.h.1

. Add a new section (e) which reads:

"(e) In-Plant Radio-Iodine Measurements Under Accident Conditions Procedures for determining airborne radio-iodine concentrations in occupied areas shall be implemented and technicians shall be

. trained on an annual basis. Maintenance of the sampling equip-3' ment shall occur at least semi-annually and maintenance of the analytical equipment shall occur at least monthly."

Section 11.h.1.h.B Change the wording for the core spray recirculation system operability check and add a new sentence as follows:

" Operability check of the core spray recirculation system through the test tank flow path.

During the core spray recirculation system opera-bility check reduce any leakage to as lov as practical from components outside containment prior to returning system to service."

Discussion The above proposed Technical Specifications changes are requested in response to NRC letters dated July 2,1980 and January 7,1981. The changes are associated with actions taken by Consumers Power Company 3

in response to the Category "A" items of the Commission's recommenda-tions resulting from TMI-2 Lessons Learned.

The proposed change request addresses.the topics involving Systems Intes-rity and Iodine Monitoring from the NRC letters dated July 2, 1980 and January 7,1981 in current Big Rock Point Technical Specifications format.

l It vill be noted that the Systems Integrity proposal only affects the core spray recirculation system, because it is the only system penetrating con-tainment that is required to operate during accident conditions. Systems Integrity specifics are provided by our submittal dated December 19, 1980 in response to NUREG-0737, " Clarification of TMI Action Plan Requirements".

III.

Conclusion Based on the foregoing, both the Big Rock Point Plant Review Committee and the Safety and Audit Review Board have reviewed these changes and find them acceptable.
