SPECIFICATIONS CHANGE REQUEST IN RESPONSE TO NRC Lt;ne<S DATED gj JULY 2, 1980 AND JANUARY 7, 1981 -
CATEGORY "A" ITEMS FROM TMI-2 LESSONS LEAFJTED Attached are three (3) original and thirty-seven (37) copies of a request to change the Big Rock Point Technical Specifications.
The enclosed Technical Specifications change is in direct response to NRC letters dated July 2, 1980 and January 7, 1981, which requested Consumers Pover Csspany to submit a license amendment application to incorporate specifications address-ing actions taken in response to Category "A" ite=s from TMI-2 Lessons Learned.
Specifically, the request addresses Systems Integrity and Iodine Monitoring.
The other topics, which include E=ergency Pover Supply / Inadequate Core Cooling, Valve Position Indication, Contain=ent Isolation, and Shift Technical Advisor, requiring Technical Specifications changes per the NRC requests have been ad-dressed by our sub=ittals dated September 25, 1980 and February 16, 1981. Addi-tienal information relatir - to these items =ay be found in our Dece=ber 19, 1980 sub=ittal in response to NUREG-0737, " Clarification of TMI Action Plan Require-
=ents".
This proposed change is being sub=itted as an addition to our previous Technical Specifications change request dated September 25, 1980. The prior Class III change determination pursuant to 10CFR 170.22 is still considered applicable for both this change request and that of Septe=ber 25, 1980 because both change re-quests involve infer =ation previously revieved and requested by the Co==ission 8103000412

Therefore, the fee submitted with the September 25, 1980 change request is considered suffi-cient to cover both requests.
