SUMMARY

On January 17, 1990 Florida Power Corporation hosted a meeting ~ with the NRC at their Crystal River Nuclear Plant to update the NRC on several issues.

A.

Configuration Management The enhanced design basis documents (EDBD) were discussed to include the original scope and the accelerated electrical schedule.

The electrical schedule was moved up in priority to ensure that the current electrical issues receive timely attention.

The AC/DC/EDG system boundaries have been defined and draft system logic trees have been developed.

The next major milestones of draft enhanced design basis documents, final logic trees and final EBDB's were discussed and it was stated that this project is on schedule.

B.

Design Basis Issue Management / Communication The process used to identify, track and resolve design basis issues was discussed.

FPC's work with NUMARK on the development of guidance as to the handling of design basis discrepancies identified by a design basis program was discussed.

The definition of the word discrepancy as applied to the design basis program and the categories of the discrepancies were presented.

The status reporting / trending and the schedule to implement enhancements were also presented to complete this portion of the meeting.

C.

High Pressure Injection (HPI)

A brief history of actions taken to provide an interim solution to the HPI instrument issue was presented.

The action to be taken in Refueling 7 to include upgrade of the instruments, new qualified indicators / transmitters, seismically mounting of the instruments and retention of the non-safey instruments was discussed.

The longer term planned upgrade to include recording of the parameter and more safety grade instruments was covered.

Update On Electrical Issues An update on the schedule and current status of the station batteries, the new startup transformer and the emergency diesel generator upgrade was provided.

Following the presentation, a tour of work in progress was conducted.

Refuel 7 A presentation of the scope and duration of the upcoming refueling outage was given and included the impact of recent commitments such as HELB, HPI, Transformers / SLURS, Batteries and EDG testing.

F.

Open Discussion As part of the open discussion, the issue of covers left off the building spray and decay heat pumps for an extended time was covered.

G.

Press Conference Following the meeting with FPC, the Regional Administrator for NRC Region 11 held a 3ress conference.

The primary subject was the covers for the building spray and decay heat pumps.
