Dear Mr. Beard:

i..

SUBJECT:

- CRYSTAL RIVER UNIT 3-REVIEW 0F 60-DAY RESPONSE TO GENERIC

LETTER 88-20, It:0lVIDUAL PLANT EXAMINATIONS (IPE)-(TAC NO.L 74401) 0 w

Generic Letter 88-20 requires, in part, that each operating: reactor licensee.

ano construction permit holoer: (1) identify the appmach and method selected' for performing the' IPE, ~ (2) describe the method to be used, and (3) identify thenschedule for performing the IPE and submitting the results to the NRC.

e

~

This information was to be. submitted to the NRC within 60 days of issuance of-6

. Supplement-l'of'the generic _ letter.

E_,

We have reviewed your letter dated November:3,1989, submitted in response to

the reporting: requirements.c'f the gene.r,c, letter.: We concluce. that your'IPE approach,: methodology and~ schedule are generally acceptable, j
However, as we stated it; Generic Letter SS-20, we expect' that utilities with-I extensive PRA experience, such as yours, will submit their IPE results on a-

' shorter: schedule than 3 years. -We therefore encourage you to submit your IPE q

results> on'a more ex )editious-schedule to help avoid any possible delays between-your completion of. tie IPE and our review process due to the expected backlog atLthe end of the 3-year period.-

We.have also noted in your submittal the statement that " outliers.will be 1

- evaluated against the. design basis accident requirements."~ This. is not consistent;with the purpose of the~ IPE, which is to look beyond the design basis for improvements which could help prevent or mitigate severe accidents..We

' expect that the IPE wil1~ be performed on a probabilistic basis in conforance p

with the general purpose of the examination as stated in the ' generic' letter, w

.We anticipate that any possible additional analysis or reporting requirements, such 'as those from external events or from the Containment Perforunce Improvement' Program, will:not have any aaverse effect on your schedule.,

however, if your schedule should change, please notify the NRC of the-proposed change and:the reason for the change.
