License No.- NPF-1 for the Trojan Nuclear Plant. The amendment consists of changes to the. license in response to your application dated December 2,1986, as supplemented on December 19, 1986, and revised on January 15, 1988 and ci x

September 13, 1988.

l The amendment modifies paragraph 2.0 of Facility Operating License No. NFP-1 to require compliance with the revised Physical-Security Plan for the Trojan.

facility. This Plan was amended to conform to the requirements of 10 CFR 73.55. Consistent with the provisions of 10 CFR 73.55, search requirements must be implemented within 60 days and miscellaneous amendments within 180 days from the effective date of this amendment.

Our evaluation of the amendment to your Physical Security Plan for Trojan Nuclear Plant is contained in the enclosed Safeguards Evaluation Report.

Based on this evaluation, we find that you meet the cequirements of the Miscellaneous Amendments and Search Requirements revision to 10 CFR 73.55 and

.the recordkeeping requirements of 10 CFR 73.70.

We find that this amendment to your license is related solely to safeguards L

matters and does not involve any significant construction impacts.

~ Accordingly, this amendment meets the eligibility criteria for categorical L

exclusion set forth in 10 CFR 51.22(c)(12). Pursuant to 10 CFR 51.22(b), no i

environmental impact statement or environmental assessment need be prepared in connection with the issuance of this amendment.
