PORTLAND GENERAL ELECTRIC COMPANY THE CITY OF EUGENE, OREGON PACIFIC POWER AND LIGHT COMPANY DOCKET NO. 50-344 TROJAN NUCLEAR PLANT AMENDMENT TO FACILITY OPERATING LICENSE 4
Amendment No.157 License No. NPF-1 1.
The Nuclear Regulatory Commission (the Commission) has found that:
A.
T0e application for amendment by Portland General Electric Company, et al., (the licensee) dated December 2, 1986, as supplemented on McTmber 19, 1986, January 15, 1988 and September 13, 1988 complies k
with the standards and requirements of the Atomic Energy Act of ~ 1954, as amended (the Act), and the Commission's regulations set forth in 10 CFR Chapter I; 8.
The facility will operate in conformity with the application, the provisions of the Act, and the regulations of the Comission; C.
There is reasonable assurance (1) that the activities authorized l
by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.
The issuance of this amendment will not be inimical to the comon defense and security or to the health and safety of the public; and b
E.
The issuance of this amendment is in accordance with 10 CFR 51 of the Comission's regulations and all applicable requirements have been satisfied.

Accordingly, paragraph 2.0 of Facility Operating License No. NPF.1 is I
hereby amended to read as follows:
(2) Technical Specifications The licensee shall fully implement and maintain in effect all provisions of the Comission-approved physical security, i
guard training and qualification, and safeguards contingency j
plans including amendments made pursuant to provision of
- i the the Miscellaneous Amendments and Search Requirements to 10 CFR 73.55 (51 FR 27817 and 27822) and to the authority I
of10CFR50.90and10CFR50.54(p). The plans, which contain 1
Safeguards Information protected under 10 CFR 73.21, are entitled:
i
" Trojan Nuclear Plant Security Plan," with revisions submitted through September 13,1988"; " Trojan Nuclear Plant Security Force Training and Qualification Plan," with revisions submitted through May 9,1986; and " Trojan Nuclear Plant Safeguards Contingency Plan,"
with revisions submitted through November 18, 1986. Changes made nede in accordance with 10 CFR 73.55 shall be implemented in accordance with the schedule set forth therein.
3.
This license amendment is effective as of the date of its issuance.
