Subject:- Inspection Report 50-443/89-17
This refers to the special safety inspection conducted by Mr. R. J. Paolino of
this office on November 6-10,11989 at Seabrook, New Hampshire and continued in
the. Region I office on' December 4, 1989 and to the discussions of our findings
held by Mr. Paolino with Mr. R. C. Feigenbaum and other members-of your staff-
at the conclusion of the inspection. The inspection covered activities
authorized by NRC License No. NPF-56.
Areas examined'during this inspection-are described in the NRC Region I
. Inspection Report which is enclosed with this letter. Within these areas, the
~.
inspection consisted of' selective examinations of procedures and representative.
records, interviews.with personnel, and observations by the inspector.
Based on the results of this inspection, it appears that one of your activities
was not conducted _in full compliance with NRC requirements,-as set forth in the
Notice of-Violation, enclosed herewith as Appendix A.
The violation' involves
licensee failure to demonstrate qualification of installed ASCO valves in a
steam environment.
This = violation has been categorized by Severity Level in accordance -with the
" General Statement of Policy and Procedure for NRC enforcement actions," 10

-CFR Part 2, Appendix C (Enforcement Policy). You are required to respond to
this letter and-in preparing your response, you should follow the instructions
in Appendix A.
