a circuit breaker, modifying the external configuration of a circuit breaker, making internal modifications to the circuit breaker, r w;.y iring or replacing component parts of a circuit breaker, or adjusting the calibration of a circuit breaker.

The term " person" means any natural person, corporation, partnership, association, business trust or other form of legal entity.

The term " communication" shall include but is not limited to oral communications, correspondence, memoranda, reports and records of telephone calls and reports of meetings.
