OF NRC/NUMARC T

MEETING ON JULY 12. 1988 DEFECTIVE REFORBISHED ELECTRICAL COMPONENTS On Tuesday, July 12, 1988, NRR management and staff met with Messr. R. Bell, A. Marion and B. Rasin of NUMARC to discuss NRC concerns with the possible use of defective refurbished electrical components in nuclear power plants.

Five west coast companies have been identified as being involved in the sale of refurbished electrical components, as detailed in Information Notice 88-46.

Discussion centered on:

1.

The list of customers in IN 88-46 (Attachment 1) is preliminary.

Additional reviews that are currently underway may expand the list.

2.

The original equipment manufacturer list in IN 88-46 (Attachment 2) is preliminary and was developed to identify those components that could be used in safety related applications and were found to be among the components supplied by the five companies. Further reviews could expand this list.

3.

As new information concerning either customer identification or original equipment manufacturer is developed it will be made available to the utilities.

4 Records of the five companies do not show the source of the electrical components.

5.

An NRC Bulletin will be forthcoming on these issues.

NUMARC representatives indicated that an ad hoc comittee would be formed to advise the utilities on how to proceed with this issue.

One other subject that was discussed was the Bulletin being prepared on the use of electrical components supplied by Planned Maintenance Systems (IN 88-19 details the concerns).

NUMARC was provided draft copies of the Bulletin and they were asked to provide any coments they have concerning the technical issues involved. A copy of the draft Bulletin is attached to these minutes.

The purpose of this bulletin is to request that addressees verify whether they have procured components from Planned Maintenance l

Systems. Incorporated (PMS) of Mount Vernon. Illinois, and, if they have. take actions to either ensure that components supplied by PMS comply with the IEEE standards for qualifying Class 1E equipment for their intended service, demonstrate that the identified components l

are acceptable for their intended use, or replace the components.

As discussed in NRC Information Notice No. 88-19 " Questionable Certification of Class 1E Components," dated April 26, 1988, a 20 CFR Part 21 notification submitted on April 1. 1988 by the Wolf Creek Nuclear Operating Corporation (WCNOC) brought into question the validity of Certificates of Compliance issued by PMS for Class II fuses.. One of the' requirements of the WCNOC purchase order issued to PMS was that the fuses were to be supplied in accordance with the requirements of a specific fuse qualification specification for Class 1E equipment.

The PMS Certificate of Compliance supplied with the order certified that all of the procurement document requirements had l

been met and no deviations from the requirements had been identified:

however, a subsequent WCHOC surveillance revealed that the records in PMS's possession did not support the statement on the PMS Certificate 1'

of. Compliance that all the purchase order requirements had been' met.

In response to this notification, the NRC staff inspected PMS.

The NRC inspectors found little or no evidence that indicated that PMS had performed its contractually required IEEE-323 activities to qualify components as Class 1E.

In addition, PMS could not provide the NRC inspectors with sufficient information to accurately identify l

the amount or type of Class 1E equipment they may have supplied to nuclear facilities.

Thus, the NRC staff believes that there may be potential safety implications at facilities that have received Class 1E certified components from PMS or have subsequently certified commercial grade items as Class 1E based on activities performed by PMS.

This review should cover the period from January 1, 1985, the date PNS began business, to the present.

A list of PMS's customers (Attachment 1) has been developed through the NRC staff's review of PMS documents.

It is emphasized that the NRC staff has not reviewed all PMS documents; therefore, the review of records should not be limited to the f acilities. on this list.

In addition, addressees are requested to perform a similar review for non-safety-related related components 4

on a best effort basis.

All addressees that determine that they have procured components from PMS are requested to develop a list of all PMS-supplied components.

This list should include the type of component (for i

example, relay, fuse, switch), the component's sise and voltage rating, whether or not the component was purchased as Class 1E, and the chain of purchase.
