Dear Mr. Bond:

The purpose of this letter is to clarify a point of discussion from the October 24, 1989 ERDS site visit at Oyster Creek.

During the Oyster Creek visit we discussed the possibility of providing a backup data point for the ERDS data feed.

At that time it was suggested that Oyster Creek could provide a backup parameter for each ERDS parameter.

Subsequent discussions with Mr. William Douglass at Oyster Creek and Mr. Tony LaRosa at EI International, Inc., the NRC ERDS implementation contractor, have indicated that this configuration, although desirable, is not functionally compatible with the ERDS design.

The only way that this kind of arrangement could work would be if the backup parameter was identical to the original parameter so that the same point ID could be assigned to both points.

In the way of clarification, backup parameters are not a requirement of the ERDS data feed, and therefore the backup parameters presented by Oyster Creek are not required.

There is a provision in the ERDS design to send a limited number of additional data points in the ERDS data stream.

If there are data points that GPU Nuclear believes would be beneficial to the NRC Incident Response Team which are not included in the current Oyster Creek Data Point Library, please send a list of them to me.

I will be happy to review them for possible inclusion in the Oyster Creek Data Point Library.
