- Areas examined during this inspection are described in the NRC Region I
' t Inspection Report which-is enclosed with this letter. Within these areas the inspection consisted _ of- selective examination of procedures and records, interviews with personnel,-and observations by the inspector. , Based on the. results- of this inspection, it- appears that two of your nactivities=were not conducted in full compliance with NRC requirements, as set ' forth in the Notice of Violation, enclosed herewith as Appendix A. These - - violations have been categorized by: severity -level in accordance with the " General: Ststement of Policy and Procedure for NRC Enforcement Actions," 10 il CFR Part 2 Appendix-C (inforcement Policy). You are required to respond to p this letter and in preparing'your response, you should follow the instructions l inLAppendix A. The apparent violation concerning the loss of control of emergency spare ' . security vital area keys'is of- particular concern to the NRC because it again , ' involves the issue of vital.- area key control by the Operations Department. In your response to a similar issue that occurred in October 1988, you. stated that , L operations personnel had received formal training-in the security procedures . for the control of security locks and keys and in the NRC's security event reporting requirements. It appears that this corrective action was not , ? effective. In your response to the enclosed Notice of Violation, please address this matter, specifically, what will be done to increase the < sensitivity of operations personnel to security requirements. Additionally, a . as requested by Ms. Brenda Castonguay of your staff in telephone conversations u E _,with Mr. Richard Keimig of this office on December 15 and 20,1989, we have jarranged for a management meeting in the Region I office to discuss this
- matter.
