This refers to the inspection conducted by Messrs. R. Pate and L. Miller of
this oifice on March 13, to April 14, 1961, of activities authorized by NRC
-
Construction Permit No. CPPR-97, and to the discussion of our findings held
by Mr. Pate witn Mr. Croy and other members of your staff at the conclusion
of the inspection.

Areas examined during this inspection are described in the enclosed inspection
report. Within these areas, the inspection consisted of selective examinations
i
of procedures and representative records, interviews with personnel, and obser-
l
vations by the inspectors.
Based on the results of this inspection, it appears that one of your activities
was not conducted in full compliance with NRC requirements, as set forth in
the Notice of Violation, enclosed herewith as Appendix A.
In accordance with 10 CFR 2.790 of the Comission's regulations, a copy of
this letter and the enclosed inspection report will be placed in the NRC's
Public Document Room.
If this report contains any information that you believe
to be exempt from disclosure under 10 CFR 915(a)(4), it is necessary that you
(a) notify this office by telephone within ten (10) days from the date of this
letter of your intention to file a request for withholding; and (b) submit
within 25 days from the date of this letter a written application to this office
to withhold such information.
If your receipt of this letter has been delayed
such that less than seven (7) days are available for your review, please notify
this office promptly so that a new due date may be established. Consistent
.
with section 2.790(b)(1), any such application must be accompanied by an affidavit

executed by the owner of the information which identifies the document or part
sought to be withheld, and which contains a full statement of the basis on which
