APPENDIX A NOTICE OF VIOLATION As a result of the inspection conducted on April 13-16, 1981, and in accordance with the Interim Enforcement Policy, 45 FR 66754 (October 7,1980), the following violation was identified:
Tee'inical Specification Section 4.7.14.1.2.C.1 states in part:
"At least em:e per 18 months,... Subjecting the diesel to an inspection in accordance with procedures prepared..."
Procedures MSP33.01 and MSP33.02 state in part:
"The purpose of this procedure is to ensure that the diesel fire pump 'has been subjected to an inspection in accordance with procedures prepared...
This procedure is required to be cerformed at least once every 6 months. (MSP 33.01)...
every 18 months..." (MSP 33.02).
Contrary to the above, diesel engine driven fire pump maintenance based on the above procedures has nu ceen performed by the lice see during the past 18 months.
This is a Severity Level V Violation. (Supplement I)
Pursuant to the provisions of 10 CFR 2.201, Duquesne Light Company is hereby required to submit to this office within twenty-five days of the date of this Notice, a written statement or explanation in reply, including:
(1) the corrective steps which have been taken and the reselts achieved; (2) correctve steps which will be taken to avoid further violations; and (3) the date when full compliance will be achieved.
Under the authority of Section 182 of the Atomic Energy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
