APPLICATION FOR AMENDMENT TO OPERATING LICENSE Pursuant to Section 50.90 of the regulations of the Nuclear Regulatory Commission, the Power Authority of the State of New York, as holder of Facility Operating License No. DPR-59, hereby applies for an Amendment to the Operating License and for an Amendment to the Technical Specifications contained in A13pendix A of this license.
The proposed change to the James A. FitzPatrick Operating License seeks to add license conditions related to a System Integrity Measurements Program and Improved Iodine Measurements capability.
The proposed changes to the James A.
FitzPatrick Technical Specifications seek to amend Section 3.2, 4.2, 6.2 and 6.3 of Appendix A to incorporate limitina conditions for operation and surveillance requirements for the Safety / Relief Valve position indication system and to reflect the addition of a Shift Technical Advisor to the plant staff.
These changes were requested by the NRC staff in a letter dated July 2, 1980.
The proposed addition to the Operating License is presented in Attachment I to this application.

e PROPOSED CHANGES TO JAF OPERATING LICENSE DPh-59 1.
Add a new Section C.(4) worded as follows:
"(4) Systems Integrity The licensee shall implement a program to reduce leakagt from systems outside containment that would or could con:ain highly radioactive fluids during a serious transient or accident to as low as practical levels.
This program shall include the following:
1.
Provisions establishing maintenance and periodic visual inspection requirements, and 2.
Leak test requirements for the systems at a frequency not to exceed operating cycle intervals."

Add a new Section C. (5) worded as follows:
"(5) Iodine Monitoring The licensee shall implement a program which will ensure the capability to accurately determine the airborne iodine con-centration in areas vital to the mitigation of or recovery from an accident. This program shall include the following:
1.
Training of personnel, 2.
Procedures for monitoring, and 3.
Provisions for maintenance of sampling and analyals equipment."
