Dear Sir:
Enclosed for filing are three (3) signed originals and ninetee1 (19) copies of a document entitled, " Application for Amendment to Operating License," together with forty (40) copies of Attachments I, II and III, thereto.
This letter and attachments supersede entirely the Authority's October 10, 1980 submittal on the same subject and incorporate several minor changes as discussed with Mr. P. Polk of your staff.
This application seeks to incorporate new license conditions related to a Syst.sm Integrity Measurements Program and Improved Iodine Measureme its capability into Facility Operating License DPR-59. This at. 4 cation also seeks to amend Sections 3.2, 4.2, 6.2 and 6.3 of Apperdix A to incorporate limiting conditions for operation and surveillance requirements for the Safety / Relief valve position indication system and to reflect the addition of a Shift Technical Advisor to the plant staff. These changes were requested in the above referenced document.
The requirements of the referenced letter pertaining to water level instrumentation are presently met by Sections 3.2 (Table 3.2-6) and 4.2 (Table 4.2-6) of Appendix A. The requirements pertaining to containment isolation are presently met by Section 3.2 (Table 3.2-1), 4.2 (Table 4.2-1) and 3.7 (Table 3.7-1) of Appendix A. -

The Authority has classified this application for amendment to the operating license as Class III, as it involves the single safety issue of modifying the operating license and Technical Specifications to incorporate the requirements of the NUREG-0578 -
TMI-2 Lessons Learned Category "A" items. A check in the amount of $4,000 as the filing fee per 10CFR 170.22 was submitted with the Authority's original October 10, 1980 application. The Authority pays this filing fee under protest pending a final determination of the legality of the fee schedule.
