Dear Mr. O'Railly:

Attached is an. interim report on the subject item which was deemed potentially reportable on May 20, 1981. As stated in the report, the need for Westioghouse and/or Ebasco reanalysis will be determined by December 1,1981. By December 15, 1981, we will either determine reportability based on our review of the situation or submit another interim report providing the item status and the new date as to when the reportability evaluation will be completed.

Thank you for your consideration in this matter.

SHNPP Westinghouse /Ebasco Design Interface ITEMS: Design Input and Calculations SUPPLIED BY: Westinghouse Ebasco NATURE OF '

DEFICIENCY: Concern that communication between Ebasco and Westinghouse I on design changes that could affect design work has not .

b'een fully effective.

DATE PROBLEM WAS CONFIRMED TO EXIST: There is not yet any confirmation that a problem does/

does not exist, therefore, the potentially reportable status of this situation.

PROBLEM REPORTED: May 20, 1981 - N. J. Chiangi informed the NRC (Mr. R. Butcher) that this item was potentially reportable under 10CFR50.55(e) and 10CFR21.

SCOPE OF PROBLEM: Preliminary investigations of the potential generic situation between Ebasco and Westinghouse indicate that differences may exist between later Ebasco design changes to inputs used by Westinghouse in their calculations and those originally used in the Westinghouse calculations.

REASON PROBLEM . . - ..t, +4 . ,s . 2 .

IS POTENTIALLY REPORTABLE: The significance of these design changes and their impact on Westinghouse /Ebasco calculations is currently being evaluated.

CORRECTIVE ACTION: To improve the method of communicating these changes, reconcile the present mismatches (if any), and assure coordination of future design changea, the following steps will be taken:

1. Westinghouse to identify Ebasco design information used by Wes;inghouse.
2. Ebasco to identify Westinghouse design information used by Ebasco.
3. Ebasco and Westinghouse to identify the latest design information. l
4. Westinghouse and Ebasco to determine whether mismatches require reanalysis to reconcile inconsistencies.

5. Ebasco to initiate system of flagging transmittal of " interface" documents. Westinghouse to track the latest Ebasco design infor-mation against the information used by Westinghouse.

The need for Westinghouse and/or Ebasco reanalysis will be determined by December 1, 1981. By December 15, 1981, we will either determine reportability based on our review of the situation or submit another interim report. We feel this schedule represents a responsible approach to the concern. _.
