OF WEEKLY INFORMATION REPORT Week Ending June 12, 1981 Catawba Units 1 and 2 The completion dates for Catawba Units 1 and 2 were-extended per the licensee's request: Unit 1 from June 1,1981, to March 1,1984; Unit 2 from June 1,1982, 1

to September 1,1985.

Rancho Seco Rancho Seco is one of two U.S. reactor facilities selected by the International Atomic Energy Agency (IAEA) for safeguards implementation. On May 26 and 27, 1981, IAEA representatives audited the site and discussed safeguards implementation with NRC and the Sacramento Municipal Utility District.

IEAE Ambassador Nominated The White House has announced that former Commissioner R. T. Kennedy will be nominated as U.S. Representative to the IAEA (with the rank of Ambassador), to replace Gerard C. Smith, who has resigned. Kennedy will continue as Undersecretary of State.for Management as well.

Low-Level Waste Workshoo NRC representatives attended the Low-level Radioactive Wuste Management Regional Workshop sponsored by the National Conference of State Legislatures in Raleigh, North Carolina. The purpose of this workshop was to discuss the low-level waste disposal issues as well as the formation of regional waste compacts in light of the low-level Radioactive Waste fianagement Policy Act. The States in Region II are actively pursuing the formation of a low-ievel waste compact a.nd are expected to deliver a draft compact statement to their respective Governors at the Southern Governors Conference scheduled for September, 1981.

Steam Electric Station, were awarded May 21, 1981 under the subject Basic Ordering Agreement with Science Application, Inc.

The period of performance for each task order varies from six to twelve months.

NRC-02-81-037 Title - Technical Assistance for Repository Design Description - The contractor shall provide technici.1 assistance to the NRC by performing six tasks related to the safety review of the design and construction of a geologic repository.

These include ident-ification of factors which influence repository design in shale and domal salt, recommendations for in situ testing for design and construction-related aspects of a geologic repository, evaluation of alternative shaft staking techniques, identification of trade-offs in the location of an underground test facility with respect to the geologic repository, esaluation of methods for placement and composition of backfill and direct technical assistance to the NRC in the form of attendance at meetings, site visits, or the review of technical reports and design reports associated with performance of tasks one through five.

DIV!SION OF TECHNICAL INFORMATION AND DOCUMENT CONTROL OFFICEOFADMINISTRITION NRC/GPO Sales Program Since the Nuclear Regualtory Commission became a Consigned Sales Agent for the Government Printing Office in June,1979, sales of individual NRC publications has grown frem less than 5200 per month to almost $15,000 per month in April, 1931.

Subscription services, offered for such publications as RegulateFy Guides, Rules and Rs;91ations, MPA Rainbow Summary Status Reports, Nuclear Regulatory Commission Issuances. Title List of Documents Publicly Available, and the Telephone Directory now total 7,425 subscribers and account for an additional $20,000 per month. Total revenue returned to the Government is more than 535,000 per month.

Additional sabscription services are now being arranged.

Offices with potential candidate publications for the NRC Sales Program should contact TIDC.

The facil'ity informed us that six of seven shift supervisors failed the senior examination.

We plan to have all the deniai letters issued by June 10, 1981.

Reexaminations may be administered no sooner than mid August because of the sixty day waiting teriod per 10 CFR 55.12.

For good cause & upon request, the waiting period can bc waived or reduced in time.

- RANCHO SECO Rancho Seco is one of two U. S. reactor facilities. selected by the International Atomic Energy Agency (IAEA) for safe' guards implementation.

On May 26 and May 27, 1981, the NRC met with the IAEA and the Sacramento Municipal Utility District (SMUD) at the SMUD hva'dquarters and Rancho Seco site to discuss IAEA safeguards implementation.

Four IAEA seals were installed on the reactor vessel head and a location was fo~und in the spent fuel pool area where IAEA surveillance cameras could be mounted.

The cameras are to be installed i.n about two months.

Spent fuel assemblies were counted and fresh fuel assemblies were in~entoried.

The licensee's nuclear material " books" were also audited v

by IAEA representatives.

A " Facility Attachment" previously prepared by the NRC and IAEA was discussed with SMUD.

The Facility Attachment addressed such things as: material balance' areas; inventory change reports; nuclear material loss limits; licens'.,

procedures, actions and services; and types of plant modifications requiring reporting to the IAEA.

The Rancho Seco opersting license will be amended to incorporate the. requirements of the Facility Attachment.

The IAEA representatives commended SMUD for their excellent record keeping and cooperation.

0FFICE OF NUCLEAR MATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending June 12, 1981 Meeting Held In Canonsburg, Penrsylvania An EIS Scoping Meeting was held in Canonsburg, Pennsylvania on June 3 and 4, 1981. The Scoping Panel consisted of representatives of DOE, Pennsylvania's Department of Environmental Resources and NMSS. About 500 people attended the meeting, including staff members from the U.S.

Senate and House. Congressman Murphy attended one meeting.

Public consensus appears to lean toward on-site stabilization of the material rather than to move it to a new disposal site. DOE plans to modify their Remedial Action Concept Paper to identify on-site stabilization as the preferred course of action.

Westinghouse Withdrawing Application A spokesman from Westinghouse Electric Company info med us that a letter has been posted withdrawing their application for Siecial Nuclear Material License for the proposed fuel fabrication plant at Frattville, Alabana.

The Westinghouse spokesman indicated that this was a business decision and had nothing to do with the opposition that this plant had received from some local citizens groups.

Material Control and Accounting Reform Amendments Concurrences were obtained by June 9,1981, from IE, RES, and ELD on the proposed Advance Notice of Rulemaking for the Material Control and Accounting Reform Amendments. The Commission Paper is scheduled to be forwarded to ED0 prior to June 30, 1981.

Experimental Program Branch 1.

LOFT Last week two meetings were held. The first, the LOFT Review Group, met in Salt Lake City and was attended by approximately 60 representatives from industry, utilities and the academic comunity. The second meeting, the NRC/00E/EG&G management meeting, was held in Idaho Falls. The meetings' primary concern was to fimly establish the LOFT test matrix for the completion of the LOFT program. The test program will be discussed with NRR and RES management in the coming weeks.

Work is going smoothly for a July 28,1981, L6-7/L9-2 test. This test will be a simulation of the Arkansas Nuclear One turbine trip transient and the St. Lucie cooldown transient.

EG&G is working closely with Arkansas Power and Light to prepare a RELAP-5 input deck to perform ANO-2 calculations.

These will then be used to do LOFT and ANO comptrisor.s.

Semiscale A proposal has been made by ORNL te piggyback tests to study the frequency respanse of pressure and temp'erature instruments to detemine two-phase flow. The first attempt at this will be with the natural circulation tests, due to begin the end of this month. Work is being coordinated with the Instrumentation and Control Brar,ch of RES.

2D/3D Program A 2D/30 prpject coordination meeting is being held in the Federal Republic of Germany this week. Major subjects for discussion are: anticipated flow oscillations in the hot legs of the Upper Plenum Test Facility (UPTF) and the protective measure against these oscillations.

The status of the program and activities of each country will be reviewed by the project participants, and the controversial technical problems will be resolved by the 3-member Technical Coordination Comittee (TCC) for which U.S. is represented by Dr. L. S. Tong. The four-day project meeting will be followed by a steering committee,

meeting of which the U.S. representative will be Mr. Robert Minogue, RES Director. RES will propose a measure to reduce the anticipated in U.S. cost, primarily caused by the UPTF construction delay.

BWR FJ integral Simulation Test (FIST)

Design of the FIST Phase I facility (previously TLTA) upgrade is underway at GE. Primary activities include vessel design and scaling analyses which could impact the vessel design. The vessel (and thus the scaling analysis) is the critical path item. The current schedule calls for freezing the vessel design in August 1981 and placing an order in September. Vessel internal-s will be constructed by GE and thus have a shorter lead time.

BWR Refi-11/Reflood Procram, This pr'ogram is facing a severe funding shortage due to higher than anticipated 30* SSTF operating costs and a reduction in EPRI funding.

GE has proposed deletion of the 360' facility task to reduce costs.

A technical justification was presented based on early 30' SSTF data. After reviewing the GE justification and discussions with Hodges (NRR),.the PMG agreed to recommend dropping the 360 facility.

The PMG agreed to a program redirection consistent with available EPRI funding. This recommended program would:

1.

Delete the 360* facility, 2.

Operate the 30* SSTF through December 1981, 3.

Increase analysis in previously identified areas, and 4.

Reduce total program costs by Sl.0M (5400K NRC share).

B.

Anelvtical Models Branch 1.

TRAC-PF1 (PWR SBLOCA) code nearing completion.

Experience so far shows that the code runs faster than real time for PWR plant analyses and close to real time for Semiscale tests.

2.

Completed, at LANL, the SBLOCA and MSLB analyses for OCONEE, needed for evaluation of pressurizeo thermal shock. Report received.

3.

AMS will fund participation of two RES consultants at the NRR/TVA/GE meeting on Browns Ferry single loop operation (oscillations). This meeting is tentatively scheduled for June 29-30 in Bethesda. RES consu?tants S. Levy and R. Lahey are beino asked to attend.

Fuel Behavior Branch C.

1.

NRU On June 3 and 4, the NRU in-reactor LOCA heatup and clad balloon test results and plans were reviewed. These are tests with 32-rod clusters of full-length commercial enrichment fuel rods. Test MT-1, run April 2 with a 2-inch per second reflood rate and a 30 second delay, reached 0

measured peak clad temperatures of 1150 (1610 F).

1 ination was completed and showed that only 6 of the 11 pressurized rods i

had ruptured.

(Preliminary visual examination had led to an impression i

that all 11 might have ruptured.) The rod cladding temperatures and hold times were close to the expected rod failure threshold.

The newly designed and completed fuel rod examination machine was success-fully used to establish the post-test rod profiles of the 11 pressurized rods. These rods showed nominal average cladding diameter increases of 15% in the ballooned regions and local cladding diameter increases approach-ing 30%-50% at the ruptures. There is no threat to post-accident rod l

coolability even at appreciably greater increases in clad diameter.

3 A second NRU clad ballooning test, MT-2, is planned to start the week of July 20.

The use of a two stage reflood with a very short reflood delay time (2 or~ 3 seconds) and an initial reflood rate of 10 cm (4 inches) per second fn gerhaps 10 secords followed by a slow reflood rate of about 3.8 _- (1.5 inches) per second is under consideration. This should hoid the peak clad temperature in the high alpha temperature range near 1030K (13950F) for a prolonged time so that the extent of clad ballooning in this temperature range can be studied more closely.

UK representatives present expressed a strong interest in the July MT-2, test. They also expressed willingness to consider funding early fabric'a-tion costs (perhaps $300K) of another pressurized 12-rod cruciform, in i

order to leave open the option of performing a thermal hydraulics (TH) test of possible interest to both NRC and the UK in September, depending upon results from the July MT-2 test.

If this TH test option is elected, the UK-oriented clad ballooning test will be scheduled for mid-November.

Suoer Sara Test Procram (SSTP)

The European Economic Community (EEC) has recently announced the release of funds for the first 3 years of SSTP, an extended severe fuel damace test pr _ gram covering both small break Three Mile Island type severe reactor accidents and medium and large break coolant loss severe reactor accidents.

These tests are to be run in the Joint Research Center (JRC)

ESSOR reactor at Ispra, Italy. On June 5,1981, two representatives of the JRC-EEC visited the Fuel Behavior Branch to review technical aspects of proposed USMRC participation.

The SST program is designed to closely complement and reinforce the NRC severe fuel damage programs at the Power Burst Facility (PBF) in Idaho and elsewhere, particularly by providing information on axial scaling effects. The SSTP facility can provide a maximum fuel damage (degraded core) region up to 5 times as long as pos-sible in the PSF under comparable test paramters.

A June 22 NRC visit from EEC representatives has been scheduled to further review proposed US participation.

The discussions will include test schedules and NRC technical and financial support levels.

Technical Bases Report on Fission Product Release Final proof / reading and corrections to camera-ready chapters are almost complete and the report is expected to be released for printing on June 11.

Preparations for printing (outside contractor) have been made with Document Control. Copies of the report should be available by June 23.

Health Effects Branch 1.

Retention of the Theraceutic Treatment of Cardiac Dysfunction by Iodine-131 The NRC issued a notice of intent in the Federal Register on March 26,1981 to retain in 535.100(d)(1) of 10 CFR the use of iodine-131 for the therapeutic treatment of cardiac dysfunction.

The Commission believes that this action is in consonance with the expressed intent of the Medical Policy Statement which encompasses '

a proper balance of flexibility so that the best interests of the patients will not be compromised. Seven comments were received during the public comment period which expired on May 26, 1981.

Since all of these comments are favorable to the Connission's intent to retain this therapeutic treatment in the regulations, no comment analysis is required and no further action is necessary on this matter.

Pressurized Thermal Shock Interim Report A detailed planning meeting was held with R. Kryter, ORNL manager fo'r the pressurized thermal shock interim report. On June 8,1981, the Commission issued a Memorandum and Order (CLI-81-10) with respect to the administrative claim filed by GPU and its operating subsidiaries to recover $4 billion in property damages which they assert they sustained as a result of the accident in March 1979 at TMI-2. The' Commission found the claim without merit and denied it.

Barton Nuclear Plant, Units 1, 2, 3 and 4 On June 10, 1991, the presiding ASLB in this construction permit proceeding issued an Order permitting the withdrawal of the application for construction permits and terminating the proceeding.

McGuire Nuclear Station, Units 1 and 2 On June 11, 1981, the Commission issued an Order authorizing the operation of Unit 1 at steady state reactor core power levels not in excess of 5 per cent of rated power.

OFFICE OF STATE PROGRAMS ITEMS OF INTEREST WEEK ENDING JUNE 12, 1981 Headcuarters Activities On June 5 and 6, 1981, Sue Weissberg, OSP, and Bob Trojanowski, Regional State Liaison Officer, Region II,. attended the Low-Level Radioactive Waste Management Regional Workshop sponsored by the National Conference of State Legislatures in Raleigh, North Carolina.

The purpose of this workshop was to discuss the low-level waste disposal issues as well as the formation of regio,nal waste compacts in light of the low-level Radioactive Waste Manage-ment Policy Act.

Sixteen State representatives from 7 States attended the workshop.

The States in NRC Region II are actively pursuing the formation of a low-level waste compact and are expected to deliver a draf t compact statement to their respective Governors at the Southern Governors Conference scheduled for Septeaber, 1981.

Jerome Saltrman and Frank Young attended the last meeting of the State Planning Council on Radioactive Waste Management in Washington, D. C. on Monday, June 8.

Final positions on transportation and ' interim storage were adopted.

The final report to the President and Congress is expected to be transmitted some-time in August,.

Robert Wood spoke on funding for decommissioning at the Annual Meeting of the American Nuclear Society on June 9, 1981, in Miami, Florida.

The memo forwarding the proposed rule requested office coments on several specific issues, as well as coments on the adequacy of the j

scope and content of the proposed system. To date, coments have been i

received from ELD and IE, and responses from the other offices are expected

within the next week. These respcnses provide formal justification regarding the need for the 10ERS, and thus will provide the first ind e tion of staff approval. AE00 is proceeding on the basis that substance of 6he proposed rule should be finalized before the numerous supporting documents associated with a proposed rule are completed and the total 10ER package is discussed with industry and licensee organizations. Specifically, the Commission required that we give various interested groups, particularly INP0, an opportunity to review and coment on the proposed 10ER System before the proposed rule is sent to the Comission. This review is planned after agreement is reached with all involved offices that the general scope and content of the proposed rule is acceptable.

Engineering Evaluation on Inoperability of Instrumentation Due to Extreme Colo weatner AE00 completed an LER search and engineering evaluation on frozen instrumen-tation lines. The LER search revealed that the majority of the occurrences could be grouped into three categories, viz: Those affecting refueling water storage tank level / borated water storage tank level instrumentation, main steamline pressure and flow instrumentation sensing lines, and radiological effluent sampling lines. AEOD believed that action was warranted to lower the rate of these occurrences and suggested: (a) that IE' issue a supplement to IE bulletin 79-24 requesting daily. surveillance during periods of extreme cold weather for susceptible lines having safety significance; and (b) that NRR evaluate, as part of the operating license review, the adequacy of heat tracing or other protective measures associated with these and other lines that could be exposed to the ambient.

The Commission (with all Commissioners approving) has accepted your ree:ommendation to export to the Netherlands a total of 6.016 kilograms of uranium, enriched to 93.3% U-235, in the form of UF6 In connection with his approval, Commissioner Gilinsky pro ~vided the following comment:

"I am pleased to see that this reactor is being converted to 20% fuel."

This is to advise you that the Co=missioners have reviewed the subject license to Transnuclear, Incorporated.

The Commission (with all Commissioners approving) has accepted your recommendation to export to the Federal Republic of Germany 11.3 kilograms of uranium, enriched to 93.3% U-235, in the form of UF6-In connection with his approval, Commissioner Gilinsky provided the following comment:

"I understand this to be the last 90% shipment for this reactor.

I am pleased to see the progress on conversion to lower enrichment."
