Dear Mr. Lundvall:
J. Heltemes 1
l By letter dated May 28,1981, Mr. Olson officially notified the NRC of the suspension of all LNG shipping operations at the Cove Point Teminal. This suspension, since about April 1980, is due to contractural problems (related to the price of LNG) with the Government of Algeria. Mr. 01 son's specific request is to suspend the daily operability checks of the " hot line" between the Calvert Cliffs Nuclear Power Plant and the Cove Point LNG Teminal. This comunication daily check is required by Paragraph 2.1 of the LNG Contingency P1an (Appendix H of the Emergency Response Plan).
The subject requirement resulted from a comitment requested by the NRC 3
staff and agreed to by your staff in preparation for issuance of our June 13,1978 Safety Evaluation. The " hot line" commitment was Item (b) of seven items to be addressed in the contingency plan (Page 12 of the Safety Evaluation).
l We find it acceptable to suspend the daily operability checks of the hot line and any other active requirements previously agreed to by our staffs.
a However, we do not believe it would be prudent to discard all procedures
]1 (such as Appendix H of the Emergency Response Plan), special instrumentation, comunication equipment, etc. until the Cove Point Terminal is completely 1
j deactivated. As a result of the May 28,1981 notification, we plan no further review of the LNG potential risk question.
.\\
We request early notification when any ct.nge in the projected LNG ship traffic occurs in the future.
Sincerely,
'f A nj
?5 l
