(a) NRC letter dated 6/13/78 from R. W. Reid to A. E. Lundvall, Safety Evaluation of LNG Risks (b) BG&E letter dated 12/31/60 from C. H. Poindexter to H. R. Denton, FSAR Amendment 59 Gentlemen:

Reference (a) required that we provide a description of our prescribed use of a committed telephone line (" hot line") between Calvert Cliffs Nuclear Power Plant and the Cove Point LNG Terminal, including routine verification of operability.

Reference (b) forwarded Amendment 59 to the Calvert Cliffs License Application consisting of a revised Emergency Response Plan (ERP) including an LNG Contingency Plan ( Appendix H of the ERP). Paragraph 2.1 of Appendix H of the ERP described the hot line and our commitment to verify operability of the hot line daily.

As you are probably aware, LNG shipping operations at the Cove Point Terminal have been suspended since about April 1980 due to contractural problems with the sole source of that Terminal's LNG, the Government of Algeria. Since no LNG tankers have visited Cove Point since that time and none are expected in the foreseeable future, we intend to suspend daily operability checks of the hot line accordingly.

At such time as LNG tankers resume visits to Cove Point, we vill resu=e daily operability checks to ensure that the hot line is available prior to the first ship arrival and continuously thereafter.

Please notify us as soon as possible of your concurrence in this action.
