Box 2178 Charlotte, NC 28242 Gentlemen: Subject: Report Nos. 50-413/81-02 and 50-414/81-02 This refers to the special safety inspection conducted by J. C. Bryant et al of this office on January 26 - February 6,1981, of activities authorized by NRC Construction Permit Nos. CPPR-116 and CPPR-117 for the Catawba facility. Our preliminary findings were discussed with 0. G. Beam at the conclusion of the inspection. Subsequently, on February 26, 1981, L. C. Dail, DPC Vice President, Design Engineering and J. R. Wells, Corporate QA Manager met with the Region II staff in the Region II office to discuss inspection findings. This inspection was a comprehensive examination of site work in progress and of your management and quality assurance controls as applied to that work and other activities. In addition to inspection of selected areas of responsibility at the site, discussions were held with many employees to determine their knowledge of and ability to carry out their individual responsibilities. These discussions included determination of the employees freedom to obtain corrective action on , ' safety issues. Areas examined during the t'spection and our findings are discussed in the , ' enclosed inspection report. During the inspection, it was found that certain activities under your license appear to violate NRC requirements. These items and references to pertinent ! requirements are listed in the Notice of Violation enclosed herewith as l Appendix A. Elements to be included in your response are delineated in i Appendix A. > One new unresolved item is identified in the enclosed inspection report. This item will be examined during subsequent inspectio :s. l A letter confirming commitments which were made by DPC representatives during the . February 26, 1981, meeting was sent to you on March 9,1981. l ! In accordance with Section 2.790 of the NRC " Rules of Practice," Part 2, Title 10, Code of Federal Regulations, a copy of this letter and the enclosed inspec- tion report will be placed in the NRC Public Doc .ent Room. If this report contains any information that you believe to be proprietary, it is necessary that you make a written application within 20 days to this office to withhold such
