Canditions Prior to Occurrence:

Unit I refueling outage.

Unit 2 at 82%.

Unit 3 at 97%.

Action specified in the Technicsl Specification Surveillance Requirements met due to inoperable equipment. Describe.

Met surveillance requirements of T.S. 4.9.B.2.

Sticking vanes in air start motors because of dirt.

Analysis of Occurrence:

There was no danger to the health or safety of the public, no release of activity, no damage to plant or equipment, and no resulting significant chain of events.

Corrective Action

Replaced air start motors.
