Dear Mr. Lundvall:

By letter dated May 28, 1981, you requested an extension of the implementa-

. tion date for automatic initiation of auxiliary feedwater (AFW) flow at Calvert Cliffs iluclear Power Plant, Units fio, 1 and 2.

The requested ex.

tension is from.the effective date of Amendments 54 and 37 for Units fio. I and 2, respectively, from June 1, 1981 to June 15, 1981.

Your requesting letter and conversations with your staff indicate the schedular problem has been the analysis necessary to determine the specific position of the AFW steam generator throttling valves needed to provide the correct AFW flow as a function of system parameters.

It is cur under-standing that the AFW pumps have been set to automatically start for con-siderable time. The. control room operator needs only to open the remotely operated thrntling valves to get AFW into a steam generator. We further understand that the Surve'illance Requirements (SR) imposed by Amendments 54 and 37 will be fully implemented by June 1, 1981.,.,

After careful review of the Technical Specifications (TS), we find no re-quirement for a specific AFW flow or for any SR to insure the proper setting of the AFW throttle valves. We consider this a deficiency in the TS for your facility in light of the effort required to determine the correct AR!

Therefore, you are re:;uested to provide an application for TS changes to specify LC0(s) and SR(s) as needed within 60 days after receipt of this letter.

It has also been dis-cussed with and agreed to by the IE Resident Inspector.
