Gentlemen:

This refers to the routine safety inspection conducted by Mr. R. L. Lee

of this office on April 7-10, 1981, of activities at the Perry Nuclear

Plant Project, Units 1 and 2, authorized by NRC Construction Permits

No. CPPR-148 and No. CPPR-149 and to the discussion of our findings with

Mr. W. Kacer and others of your staff at the conclusion of the inspection.

The e.Tclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of precedures and representative records, observations, and

interviews with personnel.

Duriag this inspection, certain of your activities appeared to be in non-

compliance with NRC requirements, as specified in enclosed Appendix A.

A

written response, submitted under oath or affirmation, is required.

In accordance with Section 2.790 of the NRC's " Rules of Prac. ice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter, the enc 1csures,

and your response to this let: r wil'. be placed in the NRC's Public Document

Room, except as follows.

If the enclosures contain information that you or

your contractors believe to be proprietary, you must apply in writing to

this office, within twenty-five days of the date of this letter, to withhold

such information from public disclosure.
