lD Appendix A NOTICE OF VIOLATION.
s The Cleveland Electric Docket _No.-50-4.40 Illuminating Company

As a result-of the inspection conducted on April 7-10, 1981, and in accord-ance with the~ Interim Enforcement Policy, 45 FR 66754 (October 7, 1980), the following violation was identified:
10 CFR 50, Appendix B, Criterion V, states in part that, " Activities affecting quality shall be prescribed by documented instructions, procedures...and shall
'be_ accomplished in accordance with these instructions, procedures...."
Cleveland Electric Illuminating Company Corporate Nuclear Quality Assurance Program, Revision 2, Section 0500, states in part, " activities affecting quality of safety class structures, systems, and components shall be pre-scribed in and accomplished by documented instructions, procedures, and-drawings.
Participants in the project shall be responsible for the prepa-ration and use of appropriate documents which describe the control of their quality-related activities."
Contrary to the above, a Class 1E D.C. battery charger was being installed' without the use of approved documentea instructions or procedures.
This is a Severity Level V violation (Supplement II).
Pursuant to the provisions of 10 CFR 2.201, you are required to submit to this office within twenty-five days of.the date of this Notice a written statement or explanation in reply, including for each item of noncompliance:
(1) corrective action taken and the results achieved; (2) (crrective action to be taken to avoid further_ noncompliance; and (3) the da.e when full com-pliance will be achieved. Under the authority of Section 182 of the Atomic
?.nergy Act of 1954, as amended, this response shall be submitted under oath or affirmation.
