The Commission has issued the enclosed Amendment No. 63 to Facility Operating License No. NPF-1 for Trojan Nuclear Plant. The amendment consists of changes to the license in response to your application dated September 30, 1980, as supplemented April 30, 1981.

I The amendment approves, and incorporates into the license, changes to the physical security plan.

We have completed our review and evaluation of your proposed changes to the physical security plan and have concluded that the changes to the physical security plan for your facility will continue to, provide I

the protection needed to meet the general performance requirements of 10 CFR 73.55(a) and the objectives of the specific requirements of 10 CFR 73.55, paragraphs (b) through (h), without impairing your ability to safely operate your facility. We ther? fore conclude that the revisions to the plan are acceptable.

l The amendment applies to changes to the physical security plan and therefore does not authorize a chance in effluent types or total amounts nor an increase in power level and will not result in any significant environmental impact. Having made ttis determination, we have further concluded that the amendment involver. an action which is insignificant from the standpoint of environmental impact and pursuant to 10 CFR 51.5(d)(4) that an environmental impact statement, or negative declaration and environmental impact apprd4 sal-need rot be prepared in connection with the issuance of this amendment.

l This amendment which applies to changes to the physical security plan, does not involve significant new safety information of a type not considered by a previous Commission safety review of the facility.

It does not involve a significant increase in the probability or consequences of an accident, does not involve a significant decrease in a safety margin, and therefore does not involve a significant hazards l

consideration. We have also concluded that there is reasonable assurance that the health and safety of the public will not be endangered by this action and that the issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public.

A copy of the Notice of Issuance is also enclosed.
