NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE The U. S. Nuclear Regulatory Commission (the Commission) has issued Amendment No. 63 to Facili.ty Operating License No. NPF-1, issued to Portland General Electric Company, the City of Eugene, Oregon,

and Pacific Power and Light Compa'ny (the licensee), which revised the license for operation of Trojan Nuclear Plant (the facility) located in Columbia County, Oregon. The amendment is effective as of the date -
of issuance.
The amendment approves, and incorporates into the license, changes' to the physical security plan.
The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act),
and the Commission's ruleg and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Ci g'.er I, which are set forth in the license l
amendment. Prior public notice of this amendment was not required since this amendment does not involve a significant hazards consideration.

will not result in any significant environmental impact and that 2
pursuant to 10 CFR 551.5(c)(4) an environmental impact statement or negative declaration and environmental impact appraisal need not be prepared in connection with issuanca of this amendment.
The licensee's filing..da,ted-September 30, 1980, as supplerented April 30, 1981, is being withheld from public disclosure pursuant to 10 CFR 2.790(d). The withheld information is subject to disclosure only in accordance with the provisions of 10 CFR 59.12.
