The Nuclear Regulatory Commission (the Commission) has found that:
A.
The filing by Portland General Electric Company, the City of Euijene, Oregon, and Pacific Power and Light Company (the licensee) dated i
September 30, 1980, as supplemented Apr.il 30, 1981, complies with l ~
the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act) and the Commission's rules and regulations
- set

forth in 10 CFR Chapter I;

B.
The facility will operate in conformity with the application, the provisions of the Act, and the rules and regulations of the Commission; C.
There is reasonable assurance (i) that the activities authorized by this amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; D.
The issuance of this amendment will not be inimical to the common defense and security or to the health and safety of the public; and we.
E.
The issuance of this amendment is in accordance with 10 CFR Part
(
51 cf the Commission's regulations and all applicable requirements have been satisfied.

Accordingly, Facility Operating Licensa No. NPF-1 is hereby amended by revising paragreph 2.D to read as follows:
2.0 The licensee shall fully implement and maintain in effect all provisions of the NRC approved physical security plan, including amendments and changes made pursuant to 10 CFR 50.54(p).
The approved security plan, withheld from pubife disclosure pursuant to 10 CFR 2.790(d), is identified as the " Trojan Nuclear Plant Physical Security Plan", dated May 25, 1977 as revised November 1977, August 1978, January 1979, September 30, 1980, and April 30, 1981 and includes, as a revised Chapter 8 (Revision 4), the NRC approved Safeguards Contingency Plan dated April 1980.

This license amendient is. affective as of the date of its issuance.
