Region I Management Meeting, Beaver Valley, Unit 1, (Management

Meeting Report No. 50-334/81-09)

This refers to the meeting held at our request at the NRC Region I Office on

March 19,1981 relating to activities authorized by NkC License No. DPR-66.

This meeting was attenced by you and members of your staff and by J. H. Sniezek,

Director, Division of Resident and Regicnal Reactor Inspection, NRC Headquarters,

myself, and other members of the NRC staff.

It is our view that this meeting

was beneficial and improved your understanding of our concerns.

As a result of the meeting, and subsequent discussions by telephone with your

staff, we understand that you will provide a written report to Region I by April

3, 1981, regarding the recent approval of the proposed new Duquesne Light Company

organizational structure and the status of your submittal to NRC to request the

necessary changes in Technical Specifications.

In addition, we understand that

a description of those measures being taken to strengthen management controls

will be provided in your report to address specific programatic, procedural,

and equipment concerns.

In particular, we request that your report address

those measures in this regard which will be in effect during the transition to

the new organization. We believe those measures should include provisions for

regular surveillance of plant operations by a member of station management and

for a system to feedback operating information to responsible management repre-

sentatives at all levels to assure that they are cognizant of potential problems

during all routine and nonroutine operations.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title

10, Code of Federal Regulations, a copy of this letter and the enclosed managemt it

meeting report will be placed in the NRC's Public Document Room.

If this report

contains any information that you (or your contractor) believe to be proprietary,

it is necessary that you make a written application within 20 days of this

office to withhold such information from public disclosure. Any such application

must be accompanied by an affidavit executed by the owner of the information,

which identifies the document or part sought to be withheld, and which contains

a statment of reasons which addresses with specificity the items which will be

considered by the Comission as listed in subparagraph (b) (4) of Section 2.790.

The information sought to be withheld shall be incorporated as far as possible

into a separate part of the affidavit.

If we do not hear from you in this

regard within the specified period, the report will be placed in the Public

Document Room.

No reply to this letter is required; however, should you have any questions

concerning this meeting, we will be pleased to discuss them with you.
