J NOTICE OF ISSUANCE OF AMENDMENT TO FACILITY OPERATING LICENSE

The U. S. Nuclear Regulatory Comission (the Commission) has issued Amendment No. 39 to Facility Operating License No. DPR-72, issued to the Florida Power Corporation, ' City of Alach'ua, City of Bushnell, City of Gainesville, City of Kissimmee, City of Lee'sburg, City o.f, New Smyrna Beach and Utilities Commission, City of New Smyrna Beach, City of Ocala, Orlando Utilities Connission and City of Orlando, Sebring Utilities Comission, Seminole Electric Cooperative, Inc., and the City of Tallahassee (the licensees) which revised the Technical Specifications for operation of the Crystal'-River Unit No. 3 Nuclear Generating Plant I
(the facility) located in Citrus County,I1orida. The amendment is effective as of the date of issuance.

This amendment modifies the Technical Specifications to authorize entry into Modee. 1, 2, 3 and 4 with one Main Steam Isolation Valve (MSIV) closed.
Partial authorization which permitted entry into Mode 3 with one MSIV closed was granted by telephone April 16, 1981, and was con-firmed by letter dated April 16, 1981.
The application for the amendment complies with the standards and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations. The Commission has made appropriate findings as required by the Act and the Commission's rules and regulations in 10 CFR Chapter I, which are set forth in the licmse 8105070 ht

Prior public notice of this amendment was not required since the amendment does not involve a significant hazards consideration.
The Commisrion has determined that the issuance of this amendment will not result in any significant environmental impact and that pursuant to 10 CFR 551.5(d)(4) an environmental impact statement or hegative declaration and environmerital impact appraisal need not be prepared in connection with the issuance of this amendment.
