Revision Of CSIR For UNC 2600 Shipping Container:
The formal revision of the CSIR was not completed until March, 1981 due to a co=plete overhaul of the entire form. In the interim period from May 20, 1980, the prior CSIR was used with the handwritten addition of the itec; required by the May 20, i
l 1980 revision (i.e., use of steel straps and hardwood spacer blocks). We consider that this action met the original co=mit-
=ent of Reference (2).

No measurement was made of the water level over any Rachig ring.

Since the tank was pumped immediately upon comment of the Inspector, no specific measurement could be made.
We do not believe that a Notice of Violation should be issued where no direct measurement was made, and the difference between 1-1/2" and 2" - 3" is so close. The visual estimated reference to an inclined shovel blade in a liquid with a significant refractive index is quite questionable.
We do not consider that any intraction occurred. However, in review of the operation, we do believe that improvements can be made. The surface formed by the Rachig rings is quite variable.
To make the 1-1/2" control measurement more meaningful, it should be referenced to a specific location.
A new second tank has been placed in operation, replacing the degraded second tank, and allowing greater flexibility in tank use.
Nr.v liquid level alarms have been installed. When the tanks a"a unattended, they may be switched to alarm in an always-atteided area of the plant.
Due to the very small amount of uranium that is ever in solutian at our facility, there was no criticality concern.

The presence of the sieve tray stack was recognized as part of the original process evaluation.
