Dear Mr. Lewis:

This letter is Alabama Power Comapny's response to the viclation in the subject inspection report which states:

" Technical Specification 6.8.1 requires written procedures shall be established, implemented and maintained.

FNP-0-AP-6, Procedure Ad-herence, Revision 1, dated 4/77 requires that deviations from plant procedures be documented and approved by appropriate plant personnel.

Contrary to the above, written procedures were not being maintained.

FNP-1-S0P-23.0, Component Cooling Water System, Revision 2 dated 11/79, required the position of valve QIP17V189 RHR pump 1A seal Hx CCW inlet line drain to be open (it should be closed for normal system operation).

The most recent valve lineup of the CCW system identified that the valve was in the closed position and the valve lineup had a correction 3ritten into the required valve position column. No temporary change notice or other documentation was initiated as required by FNP-0-AP-6, Procedure Adherence."

Reason for Violation The violation resulted from the failure of an operator to initiate a procedure change request upon discovery of the procedure error.

Corrective Action A change to procedure FNP-1-S0P-23.0 was initiated on January 15, 1981.

Mr. 9. C. Lewis March 4,1981 Page Two Results Achieved The correct position for valve QIPl7V189 was incorporated in the pro-cedure.

Steps Taken to Avoid Further Violations A memorandum was issued to all operating personnel on February 27, 1981 requiring them to review FNP-0-AP-6 to refamiliarize themselves with the re-quirements of procedural adherence and documentation necessary when deviating from plant procedures.

Date of Full Compliance February 27, 1981.
