SUMMARY

OF WEEKLY INFORMATION REPORT Week Ending March 20, 1981 Consolidation of the Office of Standards Develooment (SD) and the Office of Nuclear Regulatory Research (RES)

The Executive Director for Ooerations approved consolidating SD and RES on March 18, 1981. NRC Announcement #26 provides an organization chart of the new Office and functional descriptions.

Beaver Valley A reactor coolant pump was declared inoperable, and its replacement or repair will extend the current planned outage about two weeks.

Udall Insoection at TMI On March 27, 1981, Congressman Morris Udall and members of the House Energy and Environment Subcommittee plan to make an inspection tour of TMI Units 1 and 2 and meet with representatives from GPU and NRC.

Radiation Policy Council At a meeting of the Working Group of the Radiation Policy Council (RPC),

its Director, Mr. Carl Gerber, announced that OMB had deleted all the resources for the RPC from EPA's FY 82 budget. Mr. Gerber said that without these resources the RPC and its functions could not be continued in FY 82, but that there are adequate resources to continue operations until October 1, 1981. He is pursuing various possibilities of having the FY 82 resources reinstated.

Safety and Relief Valve Testing During steam testing of PORVs at Marshall generating facility (Duke Power),

EPRI tested several PORV block valves in anticipaticn cf an NRC requirement for qualification of block valves. There were several instances of failure to close against full flow. NRC was informed that none of the failures involved valves on operating plants, although four operating plants have valves similar to those that failed. The Union of Ccncerned Scientists wrote to the Commissioners raising a number of issues concerning the block valves and NRR is preparing an answer.

FY 82 Budget NRC received OM8's allowance letter which establishes personnel ceilings for full-time permanent personnel as follows:

FY 81: 3,300 (end-strength)

FY 82: 3,325 (full-time equivalents)

Also, the equioment moritorium has been cancelled.

Week Ending March 20, 1981 Edison Electric Institute (EEI) Security Committee Workshop The Director of Security has been asked to speak at the EEI Security Committee Workshop on May 6, 1981, in Boston, MA, on the NRC Security Program, including the Classified Safeguards Program.

SEC provided comnents to Tri-State Motor Transit Co., Joplin, M0, and Nuclear Fuel Services, Inc., Rockville, MD, regarding their security plans submitted under Part 95 to protect National Security Information or Restricted Data'.

The comments were coordinated with OIE.

Contacted General. Atomics and Rockwell International to determine the status of their proposed revisions to their CSP security plans. General Atomics and Rockwell International indicated their replies would be in within two weeks.

10 CFR Part 10 SEC and ELD representatives met to discuss final revisions to 10 CFR Part 10,

" Criteria and Procedures for Determir.ing Eligibility for Access to Restricted Data or National Security Information," before circulating to other NRC offices for comment.

GSA Crime Prevention Seminar An analysis of the critique sheets submitted by attendees of this seminar revealed four topics which are of interest to employees and about which they would appreciate additional information. These four topics are:

1) home burglaries /

street muggings, 2) expansion of the same topic, 3) office sexual harrassment, and 4) laws and penalties for rape and how to get legal help. SEC is exploring ways to satisfy their desire for additional information on these topics.

BE, AVER VALLEY On March 17, 1981, reactor coolant pump RC-P-lC was declared inoperable due to apparently shorted motor windings causing the pump breaker to trip upon attempting to start the pump. The NSSS vendor is attempting to locate a replacement motor. The licensee will replace or repair the motor as This event is expected to extend the current unplanned outage necessary.

No rodents have been observed and the poison and tracking devices installed in the area appear to 7

Submerged Demineralizer System (SDS). The SDS construction is approximacely 91% complete.

The onsite TMI program Office, with Region I specialist assistance, has commenced a special inspection of the SDS.

Reactor Building dntry.

The seventh entry into the Unit 2 Reactor Building cor:rnericed on Tuesday, March 17, 1981, dnd an wmpletuterr-- ---

Friday, March 20, 1981.

The entry was originally scheduled for a three day period but was extended when difficulties were encounterert 7

with equipment designed to pass sump water through zeolite and collect the effluent.

This task was eventually completed and except for some valve servicing tasks, which were teminated because of personnel fatigue, all of the planned entry operations were completed.

During the entry, three.1 liter samples of sump water were obtained for analysis at the Oak Ridge National Laboratory.

A 150 milliliter water was obtained for archive storage.

was repaired.

The sump water processing equipment obtained effluent from the zeolite test column for use in evaluating alternatives for further processing of swnp water after passing hrough the SDS 2eolite media.

Initially, a submersible pump, which was to pump water 'to the zeolite test column, became stuck as it was being lowered into the

sump. The pump was freed, but soon after the experiment was activated remotely from the comand center, it appeared that some

~

of the components were not functioning properly.

Two trouble shooters who were sent into the Reactor Building were able to

,[

.cortect the problem. _

A total of 13 men entered the Reactor Buf1 ding during the seventh entry. Two men became exhausted and were examined by the TMI lT medical staff. One was sent to an offsite doctor for observation.

l' To red'4ce the likelihood of radioactive contamination, all the

entry team members wore plastic protective clothing. Although the j

temperature inside the Reactor Building is approximately 64*F, the plastic protective clothing retains body heat and humidity and l[

increases physical discomfort significantly.

The licensee is evaluating other types of protective clothing for use in future j}

entries.

The next Reactor Building entry is scheduled for April.

NI-2 had been inoperable since the March 28, 1979, accident.

Repairs to the NI-2 channel cocuenced during the third Reactor Building entry.

their consultants. NI-2 is presently indicating approximately

Meeting with Radiation Policy Council: There was a meeting of the Working Group of the Radiation Policy Council (RPC) on '1 arch 13,1981 attended by Karl R. Goller, the NRC's designated member to this Group.

Th1 meeting was called by the Director of the RPC staff, Mr. Carl Gerber, with the primary purpose of announcing that OMB had deleted all the resourcrs for the RPC from EPA's FY '82 budget and to discuss what action the RPC staff and the Working Group should take thereon.

'tr. Gerber declared that without these resources the ROC and its functions could not be continued in FY '82, but that there are adequate resources to continue operations until October 1,1981. Mr. Gerber is actively pursuing various possibilities of having the FY '82 resources reinstated.

As a result of discussion by the Working Group, it was decided that efforts to finalize the action plans for the RPC's long term agenda should be continued and hopefully completed and also, that to the extent resources and participating agency efforts permit, a limited number (2 or 3) of high priority tasks would Le continued and hopefully completed during the balance of FY '81.

An immediate objective of the Working Group and RPC staff was to select these tasks.

OFFICE OF NUCLEAR HATERIAL SAFETY AND SAFEGUARDS Items of Interest Week Ending March 20, 1981 Selection of Criteria for Kerr-M: Gee Slud;e Burial Proposal A meeting was held on March 16, 1981 with SAI representatives (J. Hammelman, Project Manager and R. Roland, Environmental Specialist) to discuss the selection cf criteria to be used in developirg the environmental assessment for the Kerr-McGee sludge burial proposal.

SAI supplied the NRC project manager with a preliminary list of criteria for review.

SAI plans to visit the Kerr-McGee site (near Gore OK) during the week of Ma ch 33,1981 to obtain information necessary for the assessment, to cen'. et State Officials and to become familiar with the proposed burial site.

5;ximum Water Density and Their Affects Members of the Fuel Cycle Division met with representatives of Cc-bustion Engineering (CE) on March 17, 1981 to discuss the maximum water density from automatic sprinkles and their affects on nuclear criticality safety. CE proposes to increase their fuel assembly storage capacity by decreasing the spacing between rows of their storage racks and by decreasing the spacing between fuel assemblies within a row. Since the maximum moisture density possible from a water sprinkler system determines whether a condition of accidental criticality is possible, CE presented the results of a study made for them that indicates the maximum moisture density is far below that required for criticality. The staff plans to make an independent review of this study. CE will submit an amendment application requesting authorization for the increased capacity in the fuel storage area.

To meet the storage schedule requirements of CE, the staff plans to review the amendment application in two steps:

(1) the.

reduction in spacing between rows of assemblies and (2) the reduction of spacing between assemblies within a row. As the safety of the utilization I

Registration and Licensing of Lixiscope FCMC staff held a meeting on March 17, 1981, with cognizant representatives of IE, SD, SP, and FDA/BRH for the purpose of discussing the registration and licensing of the Lixiscope for industrial use. Attendees were briefed by FCMC personnel concerning the health and safety design review and were given the opportunity to discuss the proposed licensing of the device.

Attendees proposed that the device carrying case be labeled and that an additional statement, " Warning Radiation Hazard - Keep Hands Out of Primary Radiation Beam," be added to the device label. With the addition of these labeling changes, FCMC plans to register the Lixiscope as being acceptable for licensing purposes.

Lixi Inc., plans to market the Lixiscope for both animal and human uses at a later date.

FDA/BRH personnel agreed to advise Lixi, Inc., of specific requirements for medical devices that must be met prior to marketing the device for these uses.

Important Items - W:2k Ending March 21, 1981 Material Control and Accounting All evaluation foms have been received from each SVAP Workshop participant.

The evaluation indicated that: SVAP shows tremendous potential for assisting the regulatory process for both NRC and DOE; SVAP should place more emphasis on material control and accounting and less on physical security; a team approach should be employed for implementing SVAP; SVAP would be a useful tool to assist IE when the inspectors start to evaluate licensee's systems for adequacy as well as compliance; and the SVAP Workshop should be repeated.

The next SVAP Morkshop is scheduled for early May.

Inspection Methods On March 6. E. Richard and G. Tomlin attended a meeting at the Department of Energy to review concepts for the detectioc of high explosives (HE) and SNM.

The meeting was called by Mr. Thomes D'Agostino, Division of Incident Manage-nent, Office of Safeguards and Security, DOE. Attendees included representatives from the FBI, USSS, ATF, FAA, DOE, SNL, LANL, and NRC/SG. Matters that were discussed included the following:

(1)

  • pplication of lasers for SNM detection; (2) the application of chemileminescence reactions and laser excitation for detecting HE; (3) discussion of proposed funding fo these projects in both FY 1981 or 1982. The chemiluminescence reactions project for detection of high explosives was a RES project for NRR. DOE is considering funding follow-on research to'this project in FY 1982.

GE-EpRI-NRC Meeting RES staff attended the GE-EPRI-NRC meeting held March 12, 1981 at EPRI's Washington Office on the subject of independent assessment of the BWR version of TRAC code.

Under the three-party sponsorship GE will conduct a preliminary assessment phase of the BWR version of TRAC. The purpose of that phase is to provide a quick survey of code's capabilities and an early opportunity for feedback to code developers should significant problems erierge. The first phase of independent assessment will be funded by the NRC and will employ the code version that includes the needed updates identified during the first phase.

Zebroski) have informally indicated general satisfaction with the proposed agreement forwarded by AEOD on February 25, 1931. This agreement covers a proposed cooperative arrangement for.the ex-change of factual information and analysis results on operational experience among INPO, NSAC, and.the NRC.

INP0 and NSAC have initiated steps to have the proposed agreement reviewed by their oversight groups, and expect to be able to provide a formal response by mid-April. After general agreement has been obtained from INP0 and NSAC, a Commission Paper will be prepared on this subject.

Aviation Safety Reporting System

~

Discussions were held with NASA and Battelle personnel on the voluntary system establisned in the aviation industry for the raporting of unsafe occurrences or situations not associated with actual accidents. This system provides for assuring anonymity of the. reporter (normally a pilot or air traffic controller) and for immunity from civil penalties under certain conditions. Because of this system's success in highlighting potential hazards associated with operator error and other human factors, AE0D is investigating whether a similar system would have nerit for the nuclear industry.

site representatives on the functions, programs, and status of AE00. Because of the newness of AE00 and the relationship between AE00 and the site offices, such presentations and associated discussions are considered an important step i

This is to advise you that the Commission (with all Commissioners concurring, except as noted below) has approved a proposed letter to the-appropriate Congressiohal Committees as revised

~in accordance with the attached final draft.

However, the Commission has disapproved the scope of work enclosed with i

the paper.

When a full Commission and a permanent Chairman are in place, and the staff efforts related to licensing have eased, the staff should, resubmit for Commission review j

a proposed mancgement study with appropriate justification.

Commissioner Ahearne would have preferred that the stafi proceed with the proposed Procurement and Contract Management i

SECY-81-95 NRC Transoortation Rulemaking Proceeding (Rulemaking issue - Affirmation)

The Comission by a vote of 4-0* approved for publication in the Federal Register a proposed notice setting forth the position that present NRC transportation regulations are adequata to provide a reasonable degree of safety for the public, and that no imediate changes in the regulation are needed to improve safety.

In connection with his approval, Chairman Hendrie comented: Need to update referen:es to rules in proposed notice.

For example, on page 7 of Enclosure A, top paragragh', rule on simultaneous shipments is already effective."

The Comission requested that:

  • Section 201 of the Energy Reorganization Act, 42 U.S.C. 65841, provides that action of the Comission shall be determined by a " majority vote of the members present." Comissioner Gilinsky was not present when this item was affirmed, but had previously indicated his approval of the Notice.

Had Cor:nissioner Gilinsky been present, he would have affirmed his prior vote.
