Enclosed are three (3) originals.nd forty (40) copies of Technical Specification Change Request No. 51, Revision 2, requesting amendment to Appendices A and B of Operating License No. DPR-72. As part of this re-quest, proposed replacement pages for Appendices A and B are enclosed.

Florida Power Corporation has previously submitted in Technical Specifi-cation Change Request Nos. 51 and 51, Revision 1 an application for a license amendment concerning organizational changes in the offsite organization for facility management and technical support of Crystal River Unit 3 that have yet to be issued by the NRC. Change Request No.

51, Revision 1, which was submitted on April 23, 1980, is superseded by Revision 2.

FPC considers Change Request No. 51, Revision 2, to be a Class II amend-ment per 10 CFR 170.22 as it is administrative in nature. The licensing fee for Change Request No. 51, Revision 2.was submitted with Change i

Technical Specification Change Request No. 51, Revision 2 (Appendix A)

Replace page 6-3 with page 6-3 provided.

Proposed Change Several changes in our organization have been made.

This change request will make the Technical Specifications consistent with current organization.

The changes include:

1. Realignment of compliance group.

The QA/QC Compliance Manager reports directly to the Plant Manager.

2. Realignment of Chem / Rad Group.

The Chemistry / Radiation Protection Manager reports directly to the Plant Manager.

3. Realignment of training group.

In early 1980, the Training Coordinator's reporting relationship was changed to report to the Plant Manager.

A second change, now in effect, has established the position of Nuclear Operations, Training Manaaer,

4. As requi red by NUREG-0578, Operations Technical Advisor positions were created.

The OTA's reporting relationship is through the Operations Engineer to the Operations Superintendent.

5. Several other minor changes in position titles, etc. have also been made.

Reaton for Proposed Changes The changes are part of the continuing evolution of FPC management philosophy and represent a sincere attempt to achieve an organizational status best suited for assuring safe and reliable operation of Crystal River Unit 3.

The following is provided to sumarize the reason for each major change.

1. On March 23, 1979, FPC Management met with NRC/RII Management to discuss the effectiveness of our Quality Assurance Program.

One item addressed in this meeting, as well as in subsequent audits ano responses, was the independence and level of authority given to those responsible for QA/QC activities.

This change represents the upgraded status given to this area.

2. As a result of internal review of our HP/ALARA capabilities, it was deter-mined that the size and importance given to the Chemistry / Radiation Protec-tion Area would have to be upgraded.

This change recognizes both the grow-ing importance of HP/ALARA in regulatory activities as well as FPC manage-ment commitment to improved performance in this crea.

3. Recent months have witnessed a tremendous growth in training activities.

i Once again, FPC management, coupled with increased regulatory interest, has acted together to produce an extremely positive change in this area.

FPC

intends to take the steps necessary to assure adequate training programs are available, not only to meet regulatory requirements but more importantly to provide any and all training necessary to assure safe and reliable operation of Crystal River Unit 3.

4. As required by Item 2.2.1.6 of NUREG-0578, the positions of Operations Technical Advisor (OTA) have been added to the plant staff.

Interim personnel are fulfilling the required actions until permanent OTA's have completed their training.

FPC considers these char:ges dor.umented by this request to be evidence of a positive attitude toward tr. king necessary actions to improve the organizational structure of CR-3 and supporting graups.

FPC will continue to revise the structure as priorities are refined and clarified and exoerience is gained at CR-3 and elsewhere.

Safety Evaluation Justifying the Proposed Change This change does not constitute an unreviewed safety question.

As identified by Regional II, this realignment will ensure the Crystal River Unit 3 is operated in a safe manner in accordance with NRC rules and regulations.

The addition of the Operations Technical Advisors, the expansion of the training staff, the restructuring of Chem / Rad area further assures the safe operation of Crystal River Unit 3.

The miscellaneous changes are administrative in nature and not related to the safe operation of Crystal River Unit 3.
