Unexpected Lifting of Pressurizer Safety Valve

Dear Mr. Denton:

This report is submitted in accordance with the requirements of

'NUREG 0737, Item IIK.3, Table C.3 Item 3.

It reflects all events con--

cerning the fa11ure of or challenges to safety / relief valves which occurred at the Virgil C. Summer Nuclear Station through December, 1980.

i Following is a synopsis of our single such event.

I On September 7, 1980, pressurizer safety valve 8010B unexpectedly

[

lifted during the performance of Preoperational Test RC-3, " Pressurizer Pressure and Level Control Functional Test".

This procedure calls for f

Reactor Coolant System (RCS) pressure to be manually increased to verify control functions, alarms, etc.

As RCS pressure was increased, the sub-I ject valve lifted at 2380 psig which is below the proper lift pressure of-2485 psig.

The valve will be reset as a part of the preoperational test program.

There were no failures of valve components or associated systems.

The cause of this event has been determined to be improper setpoint set-ting and is therefore classified as a " challenge.to" pressurizer safety i

valve 8010B.
