This refers to the routine inspection conducted by Messrs. W. Axelson,

C. J. Paperiello, Ph.D. and Ms. N. A. Nicholson of this office and other

NRC observers on November 5-7, 1980, of activities at Davis-Besse Nuclear

Station authorized by NRC Operating License No. hPF-3 and to the discussion

of our findings with you and other members of your staff at the conclusion

of the inspection.

The enclosed copy of our inspection report identifies areas ex:. mined

during the inspection. Within these areas, the intpection consisted of a

selective examination of procedures and represer.:.ative records, observations,

and interviews with personnel.

No items of noncompliance with NRC requirements were identified during

the inspection.

During the critiques of the exercise conducted by the NRC, your staff and the

Federal Emergency Management Agency, one problem area identified by all

participants was poor communications between various Toledo Edison groups,

and Toledo Edison and state and local government organizations. During

our meeting with your staff on November 6, 1980, we identified thic as

apparently resulting from lack of training of your cocununicators and not

an equipment problem.

In your reply to this letter please tell us what

action you plan to take to improve communications between the above

groups and the date when this will be accomplished.

Other deficiencies were discussed with your staff at the above meeting

and are included in our enclosed report.

Please provide us with a copy

of your written critique of the drill along with your corrective actions.

If one is not yet available please tell us by what date it will be available.

Please provide the above information witnin twenty-five days of receipt

of this letter.

In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2,

Title 10,_ Code of Federal Regulations, a copy of this letter, the enclosures,

and your response to this letter will be placed in the NRC's Public

Document Room, except as follows.

If the enclosures contain information

that you or your contractors. believe to be proprietary, you must apply in

writing to this office, within twenty-five days of the date of this

letter, to withhold such information from public disclosure. The application

must include a full statement of the reasons for which the information is

considered proprietary, and should be prepared so that proprietary information

identified in the application is contained in an enclosure to the application.

We will gladly discuss any questions you have concerning this inspection.
