'+9.....,o CONSUMERS POWER COMPANY DOCKET NO. 50-155 BIG ROCK POINT PLANT AMENDMENT TO FACILITY OPERATING LICENSE Amendment No.11 License No. DPR-6 The Nuclear Regulatory Commission (the Commission) has found that:

The application for amendment by Consumers Power Company (the licensee) dated February 9,1977, complies with the standards A.

and requirements of the Atomic Energy Act of 1954, as amended (the Act), and the Commission's rules and regulations set forth in 10 CFR Chapter I; The facility will operate in conformity with the application, B.

the provisions of the Act, and the rules and regulations of the Commission; There is reasonable assurance (1) that the activities authorized C.

by t his amendment can be conducted without endangering the health and safety of the public, and (ii) that such activities will be conducted in compliance with the Commission's regulations; The issuance of this amendment will not be inimical to the D.

common defense and security or to the health and safety of the public; and The issuance of this amendment is in accordance with 10 CFR Part E.

51 of the Commission's regulations and all applicable requirements have been satisfied.

Accordingly, the license is amended by changes to the Technical Specifications as indicated in the attachment to this license amendment, and paragraph 2.C(2) of Facility Operating License No. DPR-6 is hereby amended to recd as follows:

"(2) Technical Specifications The Technical Specifications contained in Appendix A as issued May 1, 1964, as revised through Amendment No.

11, are hereby incorporated-in this license.

This licensee shall operate the facility in accordance with the Technical Specifications."

This license amendment is effective as of the date of its issuance.

Changes to the Technical Specifications Date of Issuance: February 23, 1977

ATTACHMENT TO LICENSE AMENDMENT NO. 11 FACILITY OPERATING LICENSE h0. DPR-6 DOCKET NO. 50-155 1.

Add an asterisk (*) and an asterisk footnote to the surveillance tests describcd in the following Technical Specifications:

5.2.2(a)(i), (ii) and (iii);

5.2.3 (added by Change No. 33, November-21,1972);

11.4.1.4. C; 11.4.1.4. E; 11.4.3.4 B; and 11.4.3.4 D.

The-asterisk footnote to be added is as follows:

"*The surveillance testing identified in this Specification (which becomes due during February,19 77, and would require a reactor shutdown) may be accomplished during the next shutdown of sufficient time duration to allow tne testing.

However, the testing must be accomplished prior to startup following the next refueling outage."
