Combined Inspection 50-277/80-28 and 50-278/80-20
This refers to the routine inspection conducted by Messrs. A. R. Blough and C.
J. Cowgill of this office on August 1-31, 1980 at Peach Bottom Atomic Power
Station, Units 2 and 3, Delta, Pennsylvania of activities autho-ized by NRC
License Nos. DPR-44 and DPR-56 and to the discussions of our findings held by
Mr. Blough with Mr. W. T. Ullrich of your staff at the conclusion of the inspection.
Areas examined during this inspection are described in the Office of Inspection
and Enforcement Inspection Report which is enclosed with this letter. Within
these areas, the inspection consisted of selective examinations of procedures
and representative records, interviews with personnel, measurements made by the
inspector, and observations by the inspector.
Based on the results of this inspection, it appears that certain of your activi-
ties were not conducted in full compliance with NRC requirements, as set forth
in the Notice of Violation, enclosed herewith as Appendix A.
These items of
noncompliance have been categorized 'nto the levels as described in our corres-
pondence to you dated December 31, i974.
This notice is sent to you pursuant to
the provisions of Section 2.201 of the NRC's " Rules of Practice," Part 2. Title
10, Code of Federal Regulations.
Section 2.201 requires you to submit to this
office, within twenty (20) days of your receipt of this notice, a written state-
(1) corrective steps which have been
ment or explanation in reply including:(2) corrective steps which will be taken
taken by you and the results achieved;
to avoid further items of noncompliance; and (3) the date when full compliance
will be achieved.
Since Items B and C of the Appendix A Notice of Violation enclosed with this
letter have been corrected as noted in the enclosed inspection report, your
response to this letter need not address those items.
Item A of Appendix B in the Notice of Violation enclosed with this letter was
identified during a previous inspection of your licensed activities on December
18, 1979 and was documented in an enclosure to our letter dated April 21, 1980.
Your letter to this office dated May 12, 1980 stated that the responsible individ-
uals had been counse'ed and that vehicular control was to receive additional

emphasis in site training programs.
From our August 14, 1980 inspection it
appears that the stated corrective actions were not effective since this item
l
has recurred.
Recurrent and uncorrected items of noncompliance are given addi-
i
tional weight in the consideration and selection of appropriate enforcement
action. Therefore, ir. your response to this letter, you should give particular
attention to those actions taken or planned to ensure that identified items of
noncompliance will not recur.
During the period covered by this inspection, your responses to IE Bulletin 80-
17 dated August 14, 1980 and August 21. 1980 were received.
The results of the
tests conducted, along with those received from other licensees, are currently
under review by the NRC.
Regarding the prompt notification requirements of the
subject Bulletin, this letter confirms your comitment to comply with the prompt
notification requirement of Item 6.a of the Bulletin in accordance with the
telephone conversations on August 20, and August 22, 1980, between Mr. W. T.
Ullrich of your staff and Mr. A. R. Blough of this office.
If our understanding
of this conmitment is not correct, please contact Region I.
In accordance with Section 2.790 of the NRC's " Rules of Practice," Part 2, Title
10. Code of Federal Regulations, a copy of this letter and the enclosed inspection
report will be placed in the NRC's Public Document Room.
If this report contains
any infomation that you (or your contractor) believe to be proprietary, it is
necessary that you make a written application within 20 days to this office to
withhold such information from public disclosure.
Any such application must be
accompanied by an affidavit executed by the owner of the information, which
identifies the document or part sought to be withheld, and which contains a
statement of reasons which addresses with specificity the items which will be
considered by the Commission as listed in subparagraph (b) (4) of Section
2.790. The information sought to be withheld shall be incorporated as far as
possible into a separate part of the affidavit.
If we do not hear from you in

this regard within the specified period, the report will be placed in the Public
Document Room.

Additionally, and in accordance with Section 2.790(d) of the NRC's " Rules of
Practice," Part 2, Title 10, Code of Federal Regulations, documentation of
findings of your control and accounting procedures for safeguarding special
nuclear materials and your facility security measures for physical protection
are deemed to be commercial or financial infonnation within the meaning of 10 CFR 9.5(a)(4) and shall be subject to disclosure only in accordance with the
provisions of 10 CFR 9.12; therefore, the pertinent section of the enclosed
inspection report and Appendix B. will not be placed in the Public Document Room
and will receive limited distribution.
