Dear Mr. Brunner:
This letter is in response to combined Inspection Report 50-277/80-28 and 50-278/80-20 dated October 16, 1980.
Appendix A to your letter addresses three iteme which do not appear to be in full compliance with Nuclear Regulatory Commission requirements.
The first item, categorized as an infraction, is restated in the attached Appendix A with our response.
Items B and C are identified in the InspectiJn Report as not requiring a response.
Appendix B to your letter contains an infraction which does not appear to be in full compliance with Nuclear Regulatory Commission requirements and pertains to the details of the physical security plans of a licensed facility.
Therefore, it is hereby requested that the information included in the attached Appendix B be withheld from public disclosure pursuant to Section 2.790 of the Commission's Regulations.
An affidavit in support of this request is attached hereto.
The iafraction is restated in the attached Appendix B with our response.

PHILADELPHIA ELECTRIC COMPANY RESPONSE TO INSPECTION REPORT NUMBERS 50-277/80-28 and 50-278/80-20 APPENDIX A A.
Technical Specification 6.8.1 requires in part:
" Written procedures and administrative policies shall be established, implemented and maintained...".
Administrative Procedure A-30, " Plant Housekeeping Controls"; Revision 1, dated January 14, 1980 requires in part: " Cleanliness.
The work areas shall be kept sufficiently clean and orderly so that plant activities can proceed in an efficient manner.
- Garbage, trash, scrap, litter, and other excess materials shall be collected, removed from the work site, or disposed of in accordance with procedures or standard practices...".
Contrary to the above, the Unit 2 drywell was not properly cleaned for resumption of operation following refueling outag2; in that, after shift supervision had inspected the drywell on August 5, 1980 and logged satisfactory results, the inspector found a large piece of scaffolding material, a l
scrap piece of deck grating, a scrap piece of I-beam steel, scrap hanger material, numerous pieces of loose wire, welding rods, and other debris in the drywell on August 6, 1980.
Response
As stated in the Inspection Report, the drywell was cleaned and reinspected on August 6, 1980.
Also, the reactor startup check-off list (Peach Bottom Atomic Power Station Procedure C.O.L.
GP-i 2A) was revised on October 30, 1980, to require a formal verification of drywell cleanliness by either the Shift Superintendent or Shift Supervisor.
Items such as temporary shielding, scaffolding, scrap and fla=mable materials are now

specifically required to be removed from the drywell prior to signoff of this item on the startup check-off list.
