BTP Option 2 On-Site Disposal Cell Report 1.0 PURPOSE The purpose of this Report is to summarize the characterization data for the materials placed into the Nuclear Regulatory Commission (NRC) approved BTP Option 2 On-Site Disposal Cell located on the Cimarron facility. Also included is a discussion of the procedures utilized by Cimarron Corporation for material characterization and placement and for cell closure. The numerous reports and NRC approvals required to complete the placement of the Option 2 materials into the disposal cell are referenced. This Report represents the certification that the Option 2 soils were placed into the disposal cell in accordance with SNM License-928 Condition 23.

2.0 BACKGROUND

Cimarron Corporation, a subsidiary of Kerr-McGee Corporation, operated a Facility near Crescent, Oklahoma, for the manufacture of enriched uranium fuels.

The 840-acre Cimarron Facility was issued SNM License-928 in 1965. This Facility operated until 1975, at which time it was shut down and decommissioning initiated.

Decommissioning efforts which included characterization, decontamination, remediation, and surveying for the 840 acres licensed under SNM-928 were initiated in 1976 and are nearing completion. An integral part of the decommissioning process was the on-site disposal of soil and construction debris which contained slightly elevated levels of uranium.

On September 4, 19871, Cimarron Corporation submitted a license amendment request to the NRC for on-site disposal of soils and incidental construction debris containing uranium and thorium meeting the BTP2 Option 2 criteria. In June 19883, Cimarron resubmitted the license amendment request based upon the NRC's petition for additional information. The 1988 amendment request was supplemented in October 19894 with further information including an extensive site investigation report dealing with regional and site geology and hydrology.

In 19905, the site investigation report was again supplemented with additional site information including a pathways analysis.

On November 4, 19946, the NRC issued Amendment #10 to License SNM-928, approving on-site disposal ofup to 500,000 fl:3 of Option 2 materials.

While awaiting approval from the NRC for on-site disposal and as part of the decommissioning process, Cimarron personnel excavated, sorted, and stockpiled Option 2 materials in anticipation of disposing of these materials on-site. Additionally, Cimarron personnel constructed the first (Pit #1) of the three pits comprising the on-site disposal cell previously referred to as Burial Area #4 and herein referred to as the Cell. The location of the Cell is shown on Drawing No. 95 M0ST-RF3 included in Appendix I.

Under the original procedure for stockpiling soils and debris contaminated with enriched uranium, Cimarron personnel performed an initial characterization of an area, and if required, excavated and separated the soils utilizing a Nal "dirt probe" into BTP Option I, 2, or 4 classifications. The BTP Option I materials were left in place; Option 2 materials were placed in a stockpile as they were removed from an active remediation area. This allowed for final characterization of BTP Option 2 materials in the stockpile prior to future placement into the Cell. BTP Option 4 materials we:re packaged for shipment off-site to a LLRW disposal facility. As remediation progressed to the point that the Facility was running out of areas for stockpiling soil, a procedural change was necessary. This change entailed transporting the soils directly to the Cell and completing characterization sampling in the Cell.

3.0 RADIOLOGICAL GUIDELINE VALUES As discussed, Amendment #106 to Cimarron's License SNM-928 approved the on-site disposal of up to 500,000 ft3 of BTP Option 2 materials. The guideline values for enriched uranium as specified by the BTP are:

Option I - concentrations up to and including 30 pCi/g above background; Option 2-greater than 30 and up to 250 pCi/g above background; and Option 4 - concentrations greater than 250 pCi/ g above background.

3.1.

Option 1 Material The Option 1 materials with concentrations of 30 pCi/ g total uranium above background or less were authorized to be left in place.

3.2.

Option 2 Material The Option 2 value provides for burial on-site for soil and incidental construction debris with enriched uranium up to an average concentration of 100 pCi/g for 100% soluble uranium and up to 250 pCi/g for insoluble uranium. Materials are to be disposed at a depth of four feet with no restriction on the future use of the property.

Soils contaminated with uranium in the Option 2 range were sorted by Cimarron personnel prior to being placed into the Cell.

The guideline values used by Cimarron for Option 2 materials when determining the soil category was the concentration limit for 100% soluble uranium (i.e., 100 pCi/g total uranium above background). Cimarron had submitted the results of leaching analyses, simulated lung fluid solubility analyses, and Kd determinations that showed the average solubility well below 50% 7* However, in an effort to begin placement of Option 2 material into the Cell, and with the absence of an "NRC approved" solubility test method, Cimarron agreed to meet the lower soluble Option 2 limit of 100 pCi/g8 total uranium when disposing of material on site. Additionally, hot spot averaging can be applied to 2

any location within a 100 m2 grid area which contains soil concentrations in excess of the 100 pCi/g limit stated above. The maximum total uranium soil concentration for any "hot spot" location within a 100 m2 grid area may not exceed three times the BTP Option 2 limit for 100% soluble uranium.

3.3.

Option 4 Material Soils with uranium concentrations in the Option 4 range were packaged and shipped to an,

off-site licensed low-level radioactive waste disposal facility.

3.4.

Thorium-bearing Materials During site decommissioning, the soil samples were analyzed for natural thorium and the results included in the characterization reports.

Thorium-bearing materials from a different Kerr-McGee operation off-site were previously disposed in on-site Burial Ground #1. As discussed in the 1994 Facility Characterization Report9, this material was previously excavated and shipped for disposal off-site.

In accordance with SNM-928 License Condition #23, the guideline value for on-site disposal of thorium contaminated soils is 10 pCi/g.

4.0 CHARACTERIZATION METHOD As discussed in Section 2.0, in general two methods were used to characterize the Option 2 materials placed into the Cell. The original method entailed characterization in the stockpile and NRC approval prior to being placed into the Cell. The final method included placement of the materials into the Cell, followed by characterization and subsequent NRC approval. The characterization of the small volumes of Option 2 soil placed into Pit #3, Lift #5 included a combination of stockpile sampling prior to soil placement and lift sampling after soil placement.

4.1 Stockpile Characterization Method During site remediation, soils were initially sorted into Options 1, 2 or 4 materials using a combination of surface scans, soil sampling and "dirt probing". Areas with known or suspected soil contamination were identified by either Na! detector field instruments or bore hole sampling and gamma logging. Soils with uranium concentrations exceeding 30 pCi/g were excavated with mechanical equipment (e.g., backhoe or front-end loader buckets). Each bucket load was probed with a one and one-half inch by four inch Nal detector encased in a two-inch plastic tube (PVC pipe) prior to stockpiling.

The Option 2 materials were accumulated into stockpiles for final characterization. Each stockpile was gridded on a 5 meter by 5 meter spacing, using the fixed reference point previously established for the facility. A stockpile was scanned at the surface and at one-3

meter above the surface with a Micro-R instrument. The surface was also scanned with a shielded three inch by half inch NaI detector. Bore holes were drilled into the stockpile and soil samples were obtained over each half meter interval for gamma spectra analysis and count rate data were obtained at each half meter interval using the dirt probe. The half-meter soil samples were composited for analysis on-site.

The methodology in NUREG/CR-584910 was used to verify that the average activity in any 100 m2 by half-meter in depth contiguous soil volumes were within the guidance value. The average concentrations determined in this manner were compared to the guidance value for the 100 m2 area. The individual sample data, statistical summaries, and graphic displays were submitted to the NRC for review and approval.

Soil samples collected were analyzed on-site using the multi-channel analyzer and an EG&G Ortec Abeam Computer Analysis Program. The detector is a 4 inch by 4 inch by 16 inch sodium iodide crystal. Typically, a 500 ml sample bottle of soil is placed on a turntable (1 RPM) inside a lead lined cabinet. The count data obtained from the emitted radiation (gamma spectra) of the soil sample were printed out for documentation. The multi-channel analyzer was source checked daily using a Cs-137 pencil source to verify proper peak placement in the channels of interest. A uranium soil standard with average concentration of 28. 7 pCi/g uranium and a background standard with average 4.5 pCi/g uranium were counted daily to ensure 95% confidence level parameters.

Four stockpiles (referred to as DAP-1 through DAP-4) of BTP Option 2 materials were accumulated northeast and east of the Uranium Plant Building and were characterized by Cimarron personnel. The first two stockpiles (i.e., DAP-1 and DAP-2) of Option 2 material were characterized in 1994 by Cimarron personnel with a report submitted to the NRC by letter dated June 15, 199411* Oak Ridge Institute for Science and Education (ORISE) performed a confirmatory survey and sampling effort on the two piles and submitted a report12 of their findings to the NRC. Based upon the ORISE confirmatory sample results, a high bias was identified in Cimarron's sample results for soils above 100 pCi/g total uranium. Cimarron recalibrated the on-site soil counter and recounted those samples with the projected high bias. By letter dated November 15, 199413, Cimarron submitted the revised data including additional sampling for several areas that required limited remediation. Subsequently DAP-1 and DAP-2 were approved for on-site disposal by the NRC by letter dated February 16, 199514 and were moved to the Cell for placement in Pit #1. A total of six lifts were placed into this pit.

The DAP-3 soil stockpile was sampled in December 1994 by Cimarron personnel with the Characterization Report forwarded to the NRC by letter dated April 7, 199515*

ORISE performed a confirmatory survey and sampling effort on DAP-3 and submitted a report of their findings to the NRC. DAP-3 was approved for on-site disposal by NRC letter dated May 31, 199516 and was subsequently moved to the Cell for placement in Pit

Accumulation of Stockpile DAP-4 was started in 1995. This stockpile also was located in the Uranium Plant Yard. Prior to placement of the contaminated material from DAP-4 4

into the Cell, Cimarron performed a characterization of the materials in accordance with the guidance contained in NUREG/CR-584910* The procedures used for this characterization were identical to those reviewed and approved by the NRC for stockpiles DAP-1, DAP-2 and DAP-3.

Cimarron presented its characterization data for DAP-4 to the NRC for review by letter dated June 28, 199617* The NRC staff, after review of the characterization data and based upon Cimarron's acceptable performance on the three other stockpiles, approved18 disposal of the Option 2 material without confirmatory sampling by ORISE. The soils in DAP-4 were disposed in Pit #2; these soils completed the filling of Pit #2. A total of six lifts were placed into this pit.

4.2 In-situ Lift Characterization Method As site decommissioning progressed to the point that the Facility was running out of areas for placement of soils in stockpiles, Cimarron requested a procedural change to the method utilized for material characterization. The April 25, 199619 letter from Cimarron to the NRC addressed the proposed procedural change for placement of materials into Pit

The change to the original method entailed transporting the sorted BTP Option 2 materials directly to Pit #3 of the Cell. Once in the pit, the materials were unloaded, spread and partially compacted. Once the lift had been placed, the material was sampled on a 5-meter by 5-meter grid. Soil samples were collected through the entire thickness of the lift and composited for analysis with the on-site soil counter. Any areas exceeding the BTP Option 2 limit (i.e., 100 pCi/g total uranium) were reviewed to determine if the "hot spot" average exceeded the guidelines. In addition, any areas exceeding the "hot spot" average or three times the guideline value were removed and packaged for off-site disposal. After the data review was completed, the lift was compacted to an approximate 1 foot lift and to obtain 95% of the Standard Proctor dry density as required This procedural change was approved by the NRC by letter dated June 10, 199620*

Per the June 1020 letter, the NRC stated that pending the results of its' review of data and activities associated with the emplacement of the first lift in Pit #3, NRC staff would provide guidance for all subsequent lifts. Cimarron's characterization data for Lift #1 were submitted to the NRC by letter dated April 18, 199721

  • NRC Region IV inspectors were on-site during the sampling phase for this lift and split samples with Cimarron.

Based upon the results of the March 26, 199?22 site inspection and sampling event, the NRC staff approved placement of Lift #1 and stated that it was unnecessary to perform confirmatory sampling for each subsequent lift. However, the NRC did request that Cimarron take the following actions:

Cimarron should provide the NRC project manager with at least seven (7) days notice before beginning emplacement of soil in each lift along with an estimate of when emplacement in that lift will be completed.

Cimarron should submit to NRC staff final survey data for each lift as soon as possible. These data need not be in final report form, but should undergo a QA review before it is submitted to NRC staff; and Cimarron should retain 20 randomly selected split samples from each lift for possible NRC analysis.

These actions were followed by Cimarron during the placement of all subsequent materials into Pit #3.

The characterization data for Lift #2 was submitted to the NRC by letter dated October 30, 199723; Lift #3 data was submitted by letter dated February 26, 199824; and Lift #4 data was submitted by letter dated February 1, 199925.

Even though the NRC had determined that it was unnecessary to perform confirmatory sampling on each lift, NRC staff collected and analyzed split soil samples from Lift's #2, #3, and #4. Based upon the results of the NRC's data reviews and inspections, approvals were granted to continue the placement ofBTP Option 2 soil in Pit #3. The NRC letter approvals were dated April 3, 199826, September 10, 199827 and May 4, 199928, respectively for the three subsequent lifts. The analytical data from these sampling events confirmed no* significant bias or statistical errors between Cimarron's and NRC's results; soils placed in Pit #3 were well within the concentration limits for BTP Option 2 on-site disposal.

As site remediation continued, a small volume of Option 2 material was stockpiled in Pit

  1. 3 for placement in Lift #5. Remediation had progressed to the point that all identified areas of elevated activity had been excavated. Lift #5 would be a partial lift that included both soil and asphalt. For this lift, the volume of Option 2 soil remaining to be placed into Pit #3 would equate to a height substantially less than the one-foot required for compaction and testing. Cimarron proposed a modified approach for soil testing than had been previously utilized. Additionally, the asphalt which was scheduled to be placed into this last lift, had been extensively characterized and required no further analyses. These two circumstances dictated an alternate approach for characterization, waste placement, and final compaction. The proposed approach was discussed in Cimarron's June 16, 200029 letter to the NRC.

The alternate approach for Lift #5 soil placement requested by Cimarron included testing the Option 2 soils in the stockpile prior to placement at a frequency greater than if it were to be placed and then tested. By letter dated June 26, 200030, NRC staff agreed with Cimarron's approach for the testing of the remaining stockpiled Option 2 soils to be spread as Lift #5 in the Cell.

The small stockpiled Option 2 soils were sampled for analyses and subsequently spread over a portion of the Cell in an approximate six-inch thick compacted lift. The analytical results which were sent to the NRC by facsimile on July 7, 200031 showed several results above 200 pCi/g total uranium. Additional sampling of the soil which had been spread confirmed the locations which contained elevated levels of uranium. In discussions with the NRC, Cimarron agreed to remove soil from Lift #5 at locations where the elevated 6

levels were located, to regrade the lift, and sample again on a 5 meter grid. A total of 10-55-gallon drums of soil were removed and shipped to an off-site LLRW disposal facility.

The results of the five meter grid sampling event were submitted to the NRC by letter dated July 26, 200032 and showed a mean activity of 29.5 pCi/g total uranium with a standard deviation of 16.2 pCi/g. The highest recorded soil activity was 106 pCi/g total uranium, which was "hot spot" averaged to 45 pCi/g.

The asphalt was placed in an approximate six inch uncompacted lift adjacent to the soil.

The characterization for the asphalt was documented to the NRC in the January 1998 Radiological Characterization Report33*

This characterization data verified that the asphalt was Option 1 material. Both the asphalt and soil were left uncovered for NRC's inspection and subsequent confirmatory sampling which was performed on August 15, 2000. The results of the sampling confirmed Cimarron's results and by November 13, 200034 letter, the NRC authorized covering the partial lifts of soil and asphalt with radiologically "clean" fill. With this approval, Cimarron was in position to complete closure of the Cell.

4.3 Surface Survey After placement of the final lift of Option 2 material in each pit, a 100% surface scan was completed with the survey measurements collected at the surface with a micro-R meter.

5.0 OPTION 2 WASTE PLACEMENT The placement of Option 2 materials into the Cell was approved based upon Cimarron taking steps to reduce the potential for future subsidence. Subsidence will be precluded by the nature of the materials placed in the Cell and the application of sound construction practices in placing and compacting the materials in the Cell.

5.1 Cell Construction As discussed in Section 2. 0, the Cell was constructed in three phases referred to as Pits

  1. 1, #2, and #3. As-built drawings of each pit were produced from survey information provided by R.E. Heinz & Associates. For Pit #1, one-foot lift markers were located at 50 foot intervals along the entire length of the east and west excavation walls. The lift markers were utilized to monitor the height of waste placement and to locate the quality control compaction tests performed on the materials placed in the pit. Once the final lift was placed, a four foot cap was placed and compacted in one foot lifts to grade. The other two pits were filled in the same fashion. The as-built drawings for the three pits and the waste placement are shown on Drawings Nos. BA4PIT1-l, BA4PIT1-2, BA4PIT2-1, BA4PIT2-2, BA4PIT3-l, and BA4PIT3-2, which are included in Appendix II.

Material placement in Pit #1 began in January 1995 and was completed in February 1995.

The four foot cover was constructed from February to March of 1995. Material placement in Pit #2 began in April 1995 and was completed in September 1996. The four foot cover was constructed in October 1996. Material placement in Pit #3 began in March 1997 and was completed July 2000 with the placement of partial Lift #5. Subsequent sampling, removal of hot spots, additional sampling, and NRC approval occurred in November 2000. From March 2001 to August 2001, Cimarron completed the placement of "clean soil" in Lift #5, Lift #6 and the four foot cap. Finally, a clay barrier was placed adjacent to the Option 2 soils in Pit #3 where the access ramp was located.

5.2 Run-On/Run-Off Control Run-on control was achieved through the use of terraces constructed along the rim of each pit to divert water. One purpose for the terraces was to reduce the amount of rainwater collected in the retention pond which was constructed west of the disposal Cell to collect run-off from the active area of the Cell. The water collected during a rainfall event was sampled for verification that it could be discharged. Analytical data collected during the time the Cell was open indicated that residual contamination was controlled.

Once the access road to Pit #3 was backfilled and closed, the retention pond was surveyed as a part ofSubarea N.

5.3 Waste Transported to Cell Once NRC approval had been received, soils from the four DAP stockpiles were loaded into dump trucks using a trackhoe or a front-end loader and transported to Pit # 1 or Pit

  1. 2. The trucks were not loaded to capacity to preclude material spillage during transport to the Cell. For Pit #3, Option 2 materials were excavated, loaded from the field directly into dump trucks, and then transported to the Cell.

At the Cell, the loads were logged in by the unloading supervisor who also designated the unloading location. Once unloaded, the Option 2 soils were spread with a motor grader to level the lift prior to compaction.

The materials placed in the Cell were site soils with lesser amounts of dense construction type rubble, such as asphalt or concrete.

Cimarron employed sound construction practices to ensure the materials were placed to reduce voids and achieve adequate consolidation. The materials were placed and compacted to achieve a one foot layer.

Compaction was verified through a third party utilizing a nuclear density gauge to check soil density after placement.

A water truck was available for dust control and for adding moisture to a lift to achieve the required compaction.

5.4 Quality Assurance/Quality Control Prior to placement of materials into the Cell, Standard Proctor Tests (ASTM D698 35

)

were run on a variety of soil mixtures anticipated to be encountered during the remediation of the site. These tests results are included in Appendix III. These results were used by the technician in selecting the moisture and density required to achieve a compaction of 95% of maximum dry density. The values selected were chosen based on visual observations of the soil to be compacted. The selected moisture and density were then verified through field measurements.

Compaction test locations were randomly selected prior to waste placement. The compaction test results are included as Appendix N. The compaction test data sheets list which Standard Proctor value was used to verify the field compaction.

The field moisture and density were measured utilizing a Troxler Nuclear Density Gauge (Troxler gauge). The Troxler gauge is utilized for field measurements of soil density and moisture and was used at the Cimarron Site for testing compaction on materials placed in the Cell. The Troxler gauge is calibrated annually and checked daily for both density and moisture. The gauge has two nuclear sources which are utilized for determining soil moisture and density. The source for measuring density is Cs-13 7 and the source for measuring moisture is Am-241.

The calibration procedure for density is logarithmic and requires three reference points.

Therefore, three blocks are used. The blocks are constructed from magnesium, magnesium/aluminum and aluminum. The probe is inserted into each block and readings are collected at different probe depths. The counts recorded at the different depths are input into the calibration equations for determining the machine's calibration.

A similar procedure is followed for the moisture calibration. Moisture readings are obtained from measuring the amount of H2 present in the material, as opposed to the amount of water. Calibration for moisture requires the use of two blocks. The moisture calibration is linear. The two blocks utilized are magnesium which represents a zero moisture medium (no H2 present in the material). A magnesium/polyethylene block

( containing H2) represents a moisture content equivalent to a measurement of approximately 35% in average soil.

The Troxler gauge was also checked daily in the field utilizing a polyethylene block. This daily check verifies the equipment was functioning properly. The equipment would not operate without this check.

Standard Testing and Engineering Company of Oklahoma City, Oklahoma (Standard Testing) was employed to perform the soil density measurements during placement of Option 2 soil into the Cell. The Standard Testing field technician utilized the Troxler gauge to perform the tests. The test results were used for independent verification that compaction standards were met.

6.0 CHARACTERIZATION DATA As discussed in Section 4.0, characterization data was developed by Cimarron for all materials placed into the Cell. The characterization data was submitted to the NRC for review and approval. The submittal dates for the Cimarron characterization data and the corresponding NRC approval dates are summarized in Table 6.1. The NRC performed cell inspections and confirmatory sampling for the majority of the lifts placed into the Cell. Their analytical results are discussed in the approval letters listed in Table 6.1 and referenced in Section 4.0.

  • Lift 5 (Pit #3) 7/26/00 11/13/00 6.1 Analytical Sampling Results As referenced in Section 4.0, radiological sample results by Cimarron, NRC staff and ORISE show results that indicate the soils placed into the Cell contained low concentrations of enriched uranium which were below the 100 pCi/g approved limits in Amendment #10 of License SNM-928. Also, all individual sample results in excess of 100 pCi/ g were evaluated and shown to satisfy the averaging criteria recommended in NUREG/CR-5849.

The average activity and volume of Option 2 materials placed into each pit of the Cell are listed in Table 6.2.

As shown in this table, the volume is below the 500,000 ft3 authorized by the 1994 Cimarron license amendment and the average activity is below the 100 pCi/g total uranium Option 2 limit for 100% soluble uranium.

The total activity estimated to be present in the Cell is.98 curies of total uranium. Per License Condition 23, Cimarron is authorized to bury 500,000 ft:3 of soil contaminated with low-enriched uranium up to 100 pCi/g. At the maximum average concentration and total soil volume, the total activity would equal 2.6 curies of uranium.

Cimarron's disposal volume and activity were below the authorized levels for both.

License Condition 23.b. required the average concentration of thorium and plutonium in the soils placed in the Cell not to exceed 10 pCi/g and 1 pCi/g, respectively. As noted in Table 6.2, the average.thorium concentration was 1.2 pCi/g which is below the guideline value of 10 pCi/g.

Pu analyses also were performed by an off-site laboratory on representative samples collected during site remediation. A total of twenty-three (23) composite samples were collected from soils to be placed into the Cell and analyzed for Pu. The results were all less than 1 pCi/ g.

6.2 Survey Results With the final waste placed into a pit, an exposure rate survey was completed on the surface of the compacted Option 2 material prior to cap placement. For Pit #1, surveys were performed with the µR meter. The exposure rates at the surface as measured using an µR/h meter ranged from 8 to 11 µR/h, with the mean being 9.2 µR/h. For Pit #2, surveys also were performed with the µR meter. The exposure rates at the surface as measured using the µR/h meter ranged from 8 to 11 µR/h, with the mean being 9. I µR/h.

Finally, for Pit #3, surveys were performed at the surface of the Option 2 material with the µR meter. The exposure rates at the surface ranged from 8 to 15 µR/h, with the mean being 11.5 µR/h. Although not applicable, all measured exposure rates were below the surface guideline value of 17 µR/h (i.e., 10 µR/h above the average background of 7

µR/h) or 19 µR/h (i.e., for data collected using the µR meters calibrated off-site).

7.0 CELL CLOSURE After placement and compaction of the final Option 2 materials into each pit, the soils were covered with four feet of "clean" fill. The "clean" fill soils were excavated from areas on-site not effected by prior site operations and analyzed for total uranium to verifying background levels of activity. As discussed in Section 4.0, Pit #3 required "clean" fill to complete Lift #5 and all of Lift #6. The four foot caps placed above each pit were placed in one-foot lifts with each lift compacted and tested prior to the placement of the subsequent lift. The compaction test results are included in Appendix V.

The surface of the final cap was contoured to achieve the minimum slope that provides adequate drainage consistent with conforming to the original shape of the ridge.

The slope of the cap ranges from approximately 1.4% to 2.5%. The final cap contour is shown on Drawing No. BA4-1 (included in Appendix VI). Finally, several inches of top soil were placed over the contoured area and a winter seed mix was broad-cast over the area to establish vegetation.

Markers will be placed at the four comers of the Cell and its location recorded on the property deed filed with the County Recorder. The comers of the disposal area will be permanently marked by affixing a brass plate of nominal four to six-inch diameter to a concrete shaft of a similar diameter and a length extending a nominal two feet below the freeze line. The concrete shafts will be poured in place and elevated approximately two feet above the surface of the ground. The brass markers will be engraved with the coordinates of the comers of the disposal area as determined by a registered land surveyor, the words "Radioactive Disposal Area", and a line diagram indicating the relation of the disposal area to the marker.

8.0 FINAL CERTIFICATION License Condition 23. authorized on-site disposal of up to 500,000 cubic feet of soil contaminated with low-enriched uranium up to the BTP Option 2 concentration range.

As shown in Section 6.1, 452,186 ft3 of material were placed into the Cell. The volume was based upon as-built survey data generated by R.E. Heinz & Associates, a registered land surveyor in the State of Oklahoma. The survey data verifies that less than 500,000 ft3 of material were placed into the Cell.

a) License Condition 23.a. specifies that if the average concentration of soil placed into the Cell exceed 100 pCi/g total uranium, then a solubility fraction is to be considered in determining the acceptable guideline value. As shown in Section 6.1, the average concentration for Pit #1 through Pit #3 ranges from 35.7 pCi/g to 45.0 pCi/g.

All three averages are below the 100 pCi/g requiring solubility considerations. Thus, the solubility fraction was not utilized.

b) License Condition 23.b. requires verification that the average concentration for thorium and plutonium shall not exceed 10 pCi/g and 1 pCi/g respectively. As shown in Section 6.1, this condition was met.

c) License Condition 23.c. required a relatively impermeable barrier be placed across the access road to the Cell. As discussed in Section 5.1, a clay barrier was placed adjacent to the Option 2 soils in Pit #3 when the access ramp was located.

The clay dam was greater than three and on-half feet thick.

d) License Condition 23.d. required compaction of both the materials placed into the Cell and the final cap. Additionally, the final contouring was to conform to the original shape of the ridge. Sections 5.1, 5.4 and 7.0 discuss the methods utilized for material placement.

The waste and cap were placed and compacted in nominal one foot lifts; the compaction data are included in Appendix IV and V.

All data were independently verified by Standard Testing and Engineering Company of Oklahoma City.

The cap final contours, which are included on Drawing No. BA4-1 in Appendix VI, were verified by surveys completed by Huddleston Arial Mapping Company.

The survey was performed by Mr. Huddleston, a registered land surveyor in the 12

State of Oklahoma. These contours conform to the original shape of the ridge and promote drainage at slopes from 1.4% to 2.5%. All were less than 6% slope as required by this License Condition, e) License Condition 23.e. requires notifications be placed in the land title declaring that uranium contaminated soil has been buried on site and permanent markers shall be placed at the comers of the disposal Cell. As discussed in Section 7.0, notification will be placed in the land title and permanent markers will be placed at the four comers of the disposal Cell.

f) License Condition 23.f. required the Licensee to maintain procedures, to the extent practical to achieve occupational doses ALARA during Option 2 placement in the Cell.

The Licensee's radiation protection program remained in effect throughout the placement of the Option 2 materials in Pit #1, Pit #2 and Pit #3.

The program has been audited by the NRC numerous times during materials placement and found to be acceptable and to meet ALARA principles.

In conclusion, the Option 2 materials were placed in the Cell in accordance with SNM-928, License Condition 23.

Additionally, the Cell was closed in accordance with this License condition. The remaining tasks to be completed include the establishment of a vegetative cover, installation of cell markers, title declaration, and five years of periodic monitoring for subsidence, erosion, and vegetative cover density.

The site is in the process of fabricating and placing the markers at the four comers of the Cell and adding the required notification in the land title. Winter wheat has been planted to begin the establishment of a vegetative cover. This wheat will be replaced with a more permanent type vegetation next spring as weather permits.

Periodic monitoring of the disposal area has been initiated to check for subsidence, erosion, and vegetation. Any problems noted are to be repaired promptly.
