Dear Mr. Eisenhut:

Your letter dated Decetter 22, 1980 transnitted NUREG-0612, " Control of Heavy Icads at Nuclear Power Plants - Resolution of TAP A-36", and requested that certain information be provided. These requircrnents are restated below followed by our responses:

1.

"Subnit a report documenting the results of your review and the required changee and modificaticns. This report slruld include the informaticn identified in Section 2.1 thrcugh 2.4 of Enclosure 3, on how the guidelines of NURE-0612 will be satisfied. This report should be subnitted in tm parts according to the following schedule":

Response

Our review has, to this point, determined only one change or modification which we feel is not necessary.

'Ihis is the requirenent for the marking of safe load paths on the floors. It is felt that training, procedures, interlocks and other indications such as signs provide a sufficient level of safety.

In addition, we are presently investigating the requiremnts that special lif'dng devices and slings meet ANSI ta4-6,1978 or A?GI B20.9-1971 as appropriate as supplanented by NtBEG-0612, Section 5.1.l(4).

Table 1 (Index of Overhead Hardling Systers) identifies cranes and hoists where safety-related equignent has been identified on the next elevaticn below the elevation of the load path. It is assumed that a load dropped fran these overhead handling systers will not penetrate the floor, but may cause spalling of the concrete below, which could affect the safety-related equignent.

" Justify the exclusion of any overhead handling systen fran the above category by verifying that there is sufficient physical separation fran any load-impact point and any safety-related ccrnponent to pennit a determination by inspection that no heavy load drop can result in damage to any systen or cmponent required for plant shutdown or decay heat rotoval."

Exclusion Criteria Cranes and hoists which are not listed in the response to itan 2.1.1 aluve do rot carry heavy loads in the vicinity of fuel or syst m s required for safe shutdown or decay heat ratoval. Specific reasons for exclusion of these overhead handling systes are given below. Exclusion criteria for each crane or hoist are listed in Table 1 (Index of Overhead Handl2ng Systans).

- Criterion A: h crre or hoist is located in a structure which does not contr.in syates or agtimant requirsi for safe shutdown or decay heat reoval. Structures included are the M rbine Enclosure, the R dwaste Enclosure, the Administration Biilding, the Auxiliary Boiler 9141 ding the Circulating Water Purrp House, and the Schuylkill River PLmp House. mis designation is based cn the Limerick Fire Protection Evaluation Report which identifies safety-related equignent in each fire area and evaluates the effect of the loss of this eqMmt cn plant safe slutdown capability (including decay heat remwal).

Criterion B: 'Ihe load carried by this crane or hoist is not greater than_700 pounds. B erefore, it is not a heavy load.

Criterion C: For these cranes and hoists there is no equipnent required for safe shutdown or decay heat removal located in the load path. Absence of safe shutdown equignent was determined by review of the Fire Protection Evaluation Report and the results of the Separation Program. Ioad paths are defined on the drawings attached to this report. Except where limited by walls or other barriers load paths are at least twice as wide as the widest load or hatch opening m us, the load will still land in the load path if swinging occurs before it is droppai. For a load whose height is nore than twice its width, it is asstrod that the load can tip over in any direction fran an impact point below the centerline of the normal or crane hoist. In these cases the load will also land within the load path. Therefore, dropped Joads cannot damage safe-shutdown or decay heat renoval systens or cmponents.

Ioad Tabulation A load tabulation for each crane or hoist, including load identification, load weight and special lifting device (if any), is included in Table 2 titled Ioad Tabulation.

Lifting Device Design For purposes of this review a lifting device is defind as the load carrying connection between the crane or hoist hook and the load. A special lifting device is a lifting device specifically designed to handle a particular load. Special lifting devices to he used at Limerick are identifial in Table 3 titled Limerick Special Lifting Devices.

Verification that the handling of such load is governai by a written procedure in au.u dance with NUREG-0612.

Sch 5.1.l(2) will be available prior to fuel load.

te special handling devices in Table 3 titled Limerick Special Lifting Devices are not certified to MEI N-14.6 1978 as supplanented by NURBG-0612. - Shipping cask okes are l

designed to be single failure proof, which is superior to meeting the ANSI specification dircctly.

Current requiranents for slings utilized by Construccion and Maintenance Division for Q-listed equipnent will meet ANSI N45.2 - 1972.

Please refer to our respcmse to itan 3 of the cover letter to this document for further discussion.

Itan 2.1.3.e

" Verification that ANSI B30.2-1976, Chapter 2-2 has been invoked with respect to crane inspection, testing and maintenance. Where any exception is taken to this standard, sufficient information should be provided to danonstrate the equivalency of proposed alternatives."

Response

% e Limerick facility is still being constructed. ANSI B30.2, 1976, will be considered in the preparation of the crane inspection, testing and mintenance modures at the time the cranes and luists are turned over for plant use.

" Verification that crane design emplies with the galde-lines of CMAA Specification 70 and Chapter 2-1 of Anet B30.2-1976, including the danonstration of equivalency of actual design requiranents for instances where specific conpliance with these standards is not providcri".

._ Respmse h procurment specifications for cranes identified in 2.1.1 require e m pliance with all specifications and standards issued by the Crane Manufacturers Association of America (C4AA) and the American National Standards Institute (MEI) which were in effect prior to the date of the purchase order. 'Ihe reactor enclosure crane was purchased in 1973 and therefore was designal to C4AA Specification 70 and an earlier version (1967) of MEI B30.2. The diesel generator cranes were purchased in 1972 and designed to the same standards as the reactor enclosure crane.

h cranes were designed according to Chapter 2-1 of MEI B30.2-1967. NURED-0612 requires verification of cogliance with Chapter 2-1 of ANSI B30.2-1976. The two editions of MEI B30.2 were compared. Based on this cmpariscn and review of the crane technical specifications and mEnufacturers' data it is concluded that the cranes above generally ccmply with the applicable requiranents of Chapter 2-1 of MEI B30.2-1976, with the following exceptions (listed by ANSI B30.2-1976 Section number):

2-1.4.1 Welded Constartion - The cranes welding proce-dures conform to AWS D2.0-66 rather than Ah5 Dl.l.

2-1.5.2 d Design of guard rails and toe bards emplies with USAS A12-1932 rather than MEI A12.1.

2-1.7.3 2-1.8.3.a.1 Trolley huupers designed with energy absorbing capacity for 40% of rated trolley speed rather than 50%.

2-1.10.1 Wiring and equipnent emplies with USAS Cl-1965 rather than Article 610 of National Electrical Code, MEI C-1 (?FPA 70).

We do not consider the above differences to te significant with respect to safe operation of the cranes. Crane design should be considered to be in empliance with the guidelines of ANSI B30.2-1976.
