This refers to the inspection conducted by Messrs. N. J. Chrissotimos and

S. G. DuPont of this office on October 20 through November 24, 1980, of

activities at the Quad-Cities Nuclear Power Station, Units 1 and 2 authorized

by NRC Operating Licenses No. DPR-29 and No. DPR-30 and to the discussion of

our findings with Mr. N. J. Kalivianakis at the conclusion of the inspection.

The enclosed copy of our inspection report identifies areas examined during

the inspection. Within these areas, the inspection consisted of a selective

examination of procedures and representative records, observations, and

interviews with personnel.

During this inspection, certain of your activities appeared to be in non-

compliance with hTC requirements, as described in the enclosed Appendix A.

The inspection showed that action had been taken to correct the identified

noncompliance and to prevent recurrence.

Consequently, no reply to this

noncompliance is required and we have no further question regarding this

matter at this time.

However, we wish to emphasize that these activities

resulted in the operation of the plant in a degraded mode which went

undetected for twenty-three hours. Although Technical Specifications

Limiting Conditions for Operation were not exceeded, the serious nature of

this event should be recognized, and your performance in such a manner is

unacceptable. Only the coincidental discovery of the inoperable component

within prescribed time limits of the Technical Specifications precluded

~

escalated enforcement action. However, similar occurrences of this type

in the future could result in escalated enforcement in accordance with the

Interim Enforcement Policy, 45 FR 66754 (October 7,1980).

In accordance with Section 2.790 of the_NRC's " Rules of Practice," Part 2,

Title 10, Code of Federal Regulations, a copy of this letter and the enclosed

inspection report will be placed in the NRC's Public Document Room, except as

follows.

If this report contains information that you or your contractors

believe to be proprietary, you must apply in writing to this office, within

twenty days of your receipt of this letter, to withhold such information from
